Odisha government has launched Surendra Sai Divya Drushti Yojana on 25th July 2024. This scheme aims to provide universal free eye care to all its citizens. Surendra Sai Divya Drushti Yojana in Odisha Budget 2024-25
On 25th July 2024, CM Mohan Charan Majhi who is also the Finance Minister presented Odisha Budget 2024-25. While delivering the budget speech, FM said "With objective to provide comprehensive universal free of cost eye care to all, a new scheme, Surendra Sai Divya Drushti Yojana is launched. Under the scheme eye screening of different age groups will be conducted to provide appropriate interventions like surgeries in case of cataract, glaucoma, corneal disorders and free distribution of spectacles. An allocation of Rs. 45 crore is proposed under the scheme".
While launching the Surendra Sai Divya Drishti Scheme, Finance Minister also said "Health infrastructure, availability of doctors and paramedics are
essential components for providing quality health care facility to the
people. Accordingly, efforts will be made for provisioning required
infrastructure, equipment, instrument and human resource as per Indian
Public Health Standard (IPHS) norms."
Finance Minister added "In order to ensure availability of primary health care services at
doorstep of people residing in inaccessible and remote location, steps
are being taken to expand the Mobile Health Unit services to all Block
CHCs. 177 MHUs are presently in operation primarily in tribal areas. An
additional 155 new MHUs will be introduced phase-wise to cover all
blocks. It is planned to operationalize 50 MHUs through PPP mode in 2024-
25 and hence Rs. 3 crore is proposed for this purpose."
Objectives of Surendra Sai Divya Drishti Yojana Odisha
CM Mohan Charan Majhi has announced that Surendra Sai Divya Drushti Yojana 2024 aims to realize the vision of "Eyes for All" in the upcoming years. Odisha govt. has set a target to organize atleast 1 camp for eye screening in each district across the state. At these camps eye screening of people of different age groups will be conducted. If found necessary, Odisha govt. will provide appropriate interventions like surgeries in case of cataract, glaucoma, corneal disorders. Moreover, the state govt. will also distribute spectacles absolutely free of cost to the needy ones.Who was Freedom Fighter Veer Surendra Sai of Odisha
Veer Surendra Sai (23 January 1809 – 28 February 1884) was a native Indian as well as a regional freedom fighter from what is now Odisha. He fought against the British rule in India after they dethroned the king and queen of the Sambalpur State as he was the legal heir.Veer Surendra Sai and his associates who were Madho Singh, Kunjal Singh, Airi Singh, Bairi Singh, Uddant Sai, Ujjal Sai, Khageswar Dao, Karunakar Singh, Salegram Bariha, Govind Singh, Pahar Singh, Rajee Ghasia, Kamal Singh, Hati Singh, Salik Ram Bariha, Loknath Panda/Gadtia, Mrutunjaya Panigrahi, Jagabandu Hota, Padmanabha Guru, Trilochan Panigrahi, and many others worked together and separately to counter British colonial expansion in India, preventing the British authorities from assuming control over the majority of Western Odisha region for a significant period of time.
Many of them were tried and executed by the colonial authorities; Hatte Singh died at the Kalapani Jail in the Andamans. Lion of Sambalpur Veer Surendra Sai died in Asirgarh Jail on 28 February 1884.
Mukhyamantri Swasthya Seva Mission Also Announced in Odisha Budget 2024-25
Along with the Surendra Sai Divya Drushti Scheme, CM who is also the finance minister announced a new Mukhyamantri Swasthya Seva Mission. While delivering the budget speech, Finance Minister said "For infrastructure development under Health Sector, an amount of Rs. 2,462 crore has been proposed in the budget under the scheme Mukhya Mantri Swasthya Seva Mission, which includes Rs. 1,000 crore for SCB Redevelopment Programme and Rs. 30 crore for construction of new warehouse for storage of drugs by OSMCL".
The hon'ble Finance Minister added "Besides, Rs. 1,314 crore is proposed under Ama Hospital for upgrading infrastructure facility in PHCs and CHCs. Additionally, Rs.84 crore has been provided towards Diet, Rs. 884 crore towards outsourcing of services for security, sanitation, laundry and maintenance under NIRMAL. In the year 2024-25, we are planning to functionalize Jajati Keshari Medical College and Hospital at Jajpur and Government Medical College and Hospital, Phulbani by the year 2025-26 and Pabitra Mohan Pradhan Medical College and Hospital, Talcher by 2026-27".
