About Odisha Samrudh Krushak Yojana 2024
As the budgetary provisions for Odisha Samrudh Krushak Yojana have been made, the state govt. of Odisha will now start implementing it soon. The main features of Samrudha Krushak Yojana are as follows:-
- Rate of paddy procurement would be Rs. 3100 per quintal.
- Payment will be transferred to farmers within 48 hours through Direct Benefit Transfer (DBT).
- Procurement will be done through electronic weighing machines in all mandis, eliminating the present practice of Katni-Chhatni.
Samrudha Krushak Yojana in Odisha Budget 2024-25
Odisha government presented its maiden budget on 25 July 2024 (Thursday) with a total estimate of Rs 2.65 trillion for the 2024-25 fiscal. This budget lays emphasis on agriculture and women empowerment. The overall size of the budget for the current FY was around 15% more than budgetary estimate of Rs 2.30 trillion for the 2023-24 fiscal year. Chief Minister Mohan Charan Majhi, who also holds the finance portfolio, proposed an outlay of Rs. 33,919 crore for agriculture, which is about 36% more than the allocation made in the previous year.Of the total budget estimates, programme expenditure was pegged at Rs. 1.55 trillion , administrative expenditure at Rs. 97,725 crore and an outlay of Rs. 3,900 crore for Disaster Risk Management Funds, he said. To ensure the speedy empowerment of women, as promised by the BJP in its election manifesto, Majhi allocated Rs 10,000 crore for the 'Subhadra' scheme, a financial assistance programme for women.
The chief minister proposed a Rs 5,000 crore allocation for the Samrudha Krushak Yojana for farmers. He also announced a new scheme CM Kisan' for farmers with an outlay of Rs 1,935 crore in the state budget. The government has taken suggestions from various stakeholders before preparing the document, Majhi said, adding that it is a people's budget".
Other Initiatives in Pipeline for Agriculture Sector in Odisha
- Tripling of irrigated agricultural land by expediting stalled projects and complete saturation of irrigation schemes by 2029.
- Setting up Rs. 3,000 crore Krushi Sangrakhyana Kosha to set up cold storage facilities, and agro-processing units in all blocks and establish two export-specific pack houses in Odisha.
- Increasing the income of farmers is also planned through the following initiatives:-
- Providing 80-85% subsidy on mechanised farming equipment and tools
- Developing cold storage facilities, processing units, and efficient supply chain networks to reduce post-harvest losses and increase the value of agricultural products
- Organising training programs, workshops, and demonstrations to enhance farmers' skills in modern farming techniques, value addition
- Promotion of women landless farmers to enroll in Primary Agricultural Credit Societies (PACS) and Large Area Multipurpose Societies (LAMPS).
- Launch of Krushi Samruddhi Kendras in every block and the "Krushi Samruddhi" helpline to provide agriculture-related assistance regarding schemes, financial services, inputs, crop planning and procurement for the farmers.
- Upgradation of mandis through the Basudha Kendra Jojana, under which govt. will:
- Build mandis in each block and revamp the existing mandis with granaries, farmers' rest shed, and warehouse, connecting all mandis to e-NAM across Odisha
- Provide a storage facility in every Gram Panchayat for Agricultural and Minor Forest Produce and enable geo-tagging of warehouses
- Expand the procurement list to include oilseeds (groundnut, mustard, coconut and sunflower), pulses, millets and vegetables
- Launch of "Krushi Vidya Nidhi Scheme" to provide scholarships up to Rs. 2,00,000 to the children of small and marginal farmers and agricultural labourers studying in Government institutions till post-graduation.
