Central government will soon start Pradhan Mantri Gram Sadak Yojana Phase 4. In this fourth phase, Union govt. will connect 25,000 habitations having population above 250 in plain areas and 100 in special category states with all weather roads. PM Gram Sadak Yojana (PMGSY) 4.0 in Union Budget 2024-25

Finance minister presented Union Budget 2024-25 on 23rd July 2024. While delivering the budget speech, FM said "Phase IV of PMGSY will be launched to provide all-weather connectivity to 25,000 rural habitations which have become eligible in view of their population increase."

About Pradhan Mantri Gram Sadak Yojana 4th Phase

PM Narendra Modi led central govt. plans to launch 4th phase of its flagship rural road scheme, Pradhan Mantri Gram Sadak Yojana (PMGSY). The move is part of the 100-day agenda of the Ministry of Rural Development. According to the MoRD sources, the proposal to connect 0.25 lakh habitations under the PMGSY-IV is of Rs 1.9 lakh crore. 

Out of the total estimated expenditure on PM Gram Sadak Yojana Phase 4, around Rs. 1.3 lakh crore will be the central share and the remaining 60,000 crore will be contributed by states. This will give a big push to capital expenditure in the rural economy. MoRD sources also said that these habitations will be identified based on Census 2011 data.

PM Gram Sadak Yojana Phase 4 Implementation

While implementing PM Gram Sadak Yojana 4th phase, special emphasis will be given on improved connectivity to villages and habitation within 50 km of national highways network. Besides, the focus will be on improved access to rural growth centres/clusters both in the farm and non-farm sectors.

Ministry of Rural Development has already started the process to get Expenditure Finance Committee (EFC) approval. A draft EFC note was circulated on 28th May 2024 for interministerial comments and some of the ministries concerned have shared their views. Now, the proposal will be sent to the Union Cabinet for approval. MoRD is preparing to seek Cabinet approval for the PMGSY-IV during the first 100 days of the NDA government.

Pradhanmantri Gram Sadak Yojana Phase 1, 2 & 3

The Pradhan Mantri Gram Sadak Yojana (PMGSY), was launched by the Govt. of India to provide connectivity to unconnected Habitations as part of a poverty reduction strategy. Govt. of India is endeavoring to set high and uniform technical and management standards and facilitating policy development and planning at State level in order to ensure sustainable management of the rural roads network.
  • PMGSY 1st Phase: The first phase of PMGSY was launched on December 25, 2000 by then PM Atal Bihari Vajpayee-led NDA government. 
  • PMGSY 2nd Phase: The second phase was launched in 2013. After these two phases, another component of the PMGSY, Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA), was launched in 2016 for construction of rural roads in LWE areas. 
  • PMGSY 3rd Phase: The third phase of PMGSY rural road scheme was launched in the year 2019.
PMGSY-IV and Pradhan Mantri Awas Yojana Gramin (PMAY-G) will give a push to investment and job creation in rural areas. In its first cabinet meeting, the NDA government has already approved 2 crore additional houses under the Pradhan Mantri Gramin Awas Yojana (PMAY Gramin).

According to latest figures made available by the State Governments under a survey to identify Core Network as part of the PMGSY programme, about 1.67 lakh Unconnected Habitations are eligible for coverage under the programme. This involves construction of about 3.71 lakh km. of roads for New Connectivity and 3.68 lakh km. under upgradation.
