What is CM Kisan Yojana in Odisha?
Odisha government led by Chief Minister Mohan Charan Majhi has launched CM Kisan Yojana which was earlier announced on 25th July 2024. Mukhyamantri Kisan Yojana is a repackaged version of the already running income support scheme, Kalia Yojana, in Odisha. Under this CM Kisan scheme, the state govt. will provide an additional top-up in addition to the Rs. 6000 per year provided under PM Kisan Yojana. CM Mohan Majhi, who is also the finance minister, presented Odisha Budget 2024-25 on 25th July. While delivering the budget speech, CM said "A total of Rs. 1935 crore are being released for the new scheme 'CM Kisan' for farmers." Out of the total budget of 2.65 trillion of Odisha state, around 18% has been allocated for the agriculture and women empowerment schemes. Chief Minister added that the main priority under the new budget is given to "Annadata" who are farmers of the State.
CM Kisan - New Name of Kalia Yojana in Odisha
Krushak Assistance for Livelihood and Income Augmentation (KALIA) Yojana was the flagship scheme of the previous BJD government. Now with the election of BJP govt. in the Odisha state, Kalia Scheme has been renamed as CM Kisan Yojana.Odisha CM Kisan Yojana to be Connected to PM Kisan Yojana
CM Kisan Scheme would follow the similar lines of PM Kisan Scheme in which assistance is provided to farmer's bank account through direct benefit transfer (DBT). PM Kisan + CM Kisan Scheme would include both Kalia beneficiary farmers and those whose name is included in List of PM Kisan beneficiary farmers. There are 45.67 lakh small and marginal farmers and 19.12 lakh landless farmers totalling to 64.79 lakh kalia beneficiary farmers. Moreover, there are around 29.73 lakh PM Kisan beneficiary farmers in the Odisha state. Both schemes would be interconnected and with their combination, financial assistance would be provided to around 1 crore farmers in Odisha.Benefits of CM Kisan Yojana in Odisha
- To provide financial support to eligible farmers for their crops in all seasons.
- Pesticides and seeds would also provided to farmers at subsidized prices through the Agriculture Department.
- In case of sudden or unconditional death, life insurance is also expected under the scheme.
- The scheme will also help in increasing crop production which would then result in farmer's empowerment.
- Small and marginal farmers, landless agricultural household, vulnerable agricultural household, landless agricultural labourers and sharecroppers (actual cultivators) are eligible.
- Total 1 crore farmers would be benefited from CM Kisan Yojana.
CM-Kisan Scheme in Odisha Budget 2024-25
On 25th July 2025, Finance minister presented Odisha budget 2024-25 in which he said "Our government is emphasizing on raising farmers’ income by supporting an inclusive and sustainable agricultural transformation. We have taken steps to include the farmers of both rural and urban areas of the State, irrespective of land holdings to avail financial assistance of Rs. 6000 per annum under PM-KISAN scheme as per the Government of India guidelines. To further augment the farmer’s income, we will provide additional top-up under the scheme CM-KISAN for which an allocation of Rs. 1935 crore is proposed for 2024-25."
