Under this scheme, the state govt. will provide Rs. 5,000 annually to all tribal students as Madho Singh Haath Kharcha to encourage them to attend schools and reduce dropout rates. About Odisha Madho Singh Hath Kharcha Yojana 2024
The state govt. of Odisha will launch Madho Singh Hath Kharcha Yojana for tribal people. Each beneficiary tribal student will get financial assistance of Rs. 5000 per annum. This amount would be given every year once. This scheme aims to encourage tribal students to attend schools and reduce drop-out rates. Students can use this amount for sustaining their livelihood and focus on their students without worrying about expenses.Every ST student having passed Class 8/10 and taking admission in Class 9/11 would be benefited. The scheme will benefit three lakh tribal students.
Madho Singh Haath Kharcha in Odisha Budget 2024-25
On 25th July 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "The dropout rate is a significant concern among students in general and among tribal community in particular. Some of the key reasons contributing to the prevalent issue of dropouts are the socioeconomic factors such as poverty, poor infrastructure, and limited resources in tribal areas. To arrest the dropout rate in transition from elementary to secondary level i.e. from class VIII to class IX and again from secondary to higher secondary level i.e. from class X to class XI, state government has decided to implement a new scheme as per our poll promise Madho Singh Haath Kharcha wherein every ST students having passed out 8th/ 10th grade class and taking admission in 9th/ 11th grade will be provided with Rs.5000 annually as an incentive amount. This scheme is expected to benefit about 3 lakhs ST students during this year, and hence I propose an out lay of Rs. 156 Crore under this scheme in the budget Estimate 2024-25. Besides, an outlay of Rs.1,170 Crore is proposed in the current year budget for disbursement of Scholarship to ST, SC, OBC & EBC students."Madho Singh Haath Kharcha Yojana Eligibility Criteria
- Applicant must be a permanent resident of Odisha state.
- Only those applicants coming from tribal (ST) category would be eligible.
- Both boys and girls can apply for Madho Singh Hath Kharcha Yojana.
- ST category students who have passed either class 8th and taken admission in class 9th or class 10th and taken admission in class 11th are eligible.
- Applicant must be studying in any school located within the boundaries of Odisha state.

- Upgrading the haat in every tribal panchayat to enable easy collection and distribution of forest and horticultural produce.
- Launching a door-to-door documentation campaign for the tribal population through a designated officer.
- Implementing the PESA Act (Panchayat Extension To Scheduled Areas), within one year of coming to power.
- Eliminating sickle cell anaemia from Odisha by establishing a pathology lab in every district.
- Preserving the tribal languages in the state by setting up 26 "language labs" in universities of the state.
- Introducing Library on Wheels (LoW) to make libraries accessible to tribal students.
