Odisha government has launched Gopabandhu Jan Arogya Yojana on 25th July 2024. It is a repackaged version of the already running Biju Swasthya Kalyan Yojana (BSKY). Under GJAY scheme, the state govt. will provide cashless treatment upto Rs. 5 lakh to beneficiaries (Rs. 10 lakh for women) in govt. as well private hospitals. While launching the scheme, CM Majhi said "Under Naveen Patnaik's BJD government, Odisha had opted out of the national health insurance scheme. This had become a major issue during the recent assembly election, with BJP accusing the then ruling Patnaik government of 'depriving' people of its benefits. As promised in our pre-election manifesto, our government has decided to implement the PM-JAY in convergence with the state's own health assurance scheme - Gopabandhu Jana Arogya Yojana - to provide cashless healthcare in government and private health facilities to all eligible families."
About Odisha Gopabandhu Jan Arogya Yojana 2024
The state govt. of Odisha has presented a modified version of the Biju Swasthya Kalyan Yojana which is repackaged as Gopabandhu Jana Arogya Yojana. It promises cashless medical treatment up to Rs 5 lakh for nearly 96 lakh families, including Rs 10 lakh for women. For this, named after freedom fighter and social reformer Utkalmani Gopabandhu Das, govt. has set aside Rs. 5,450 crore in Odisha Budget 2024-25. Meanwhile, Rs. 500 crore has been earmarked for the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana.While launching the scheme, CM Majhi said "Under Naveen Patnaik's BJD government, Odisha had opted out of the national health insurance scheme. Gopabandhu Jana Arogya Yojana in Odisha Budget 2024-25
On 25th July 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "To take ease of living and citizen centric service delivery to the next level, several landmark schemes have been launched. Gopabandhu Jan Arogya Yojana is a one such scheme launched for providing assurance of quality health care to all citizens of the state. It includes health coverage for almost 96 lakh families (except regular government employees and income tax payees) in Odisha. Each beneficiary is entitled to cashless and paperless treatment upto Rs. 5 lakh in any govt. or empanelled private hospital across the state. For women, the limit of health insurance is double the amount (Rs. 10 lakh)".
Components of Gopabandhu Jan Arogya Yojana
Gopabandhu Jan Arogya Yojana is a pathbreaking program to provide universal health coverage, with special emphasis on the health protection of economically vulnerable families and women. To achieve its objectives, the GJAY has two components:
- Component-1 (Cashless Health Care in State Government hospitals) - State Government will bear the full cost of all health services delivered to all patients (irrespective of income, status or residence) in all State Government health care facilities starting from Sub Centre level to District Head Quarters and Government Medical College Hospital and Blood Bank level.
- Component-2 (Cashless Health care in empanelled private hospitals) - State Government will bear the cost of healthcare provided in empanelled private hospitals for identified economically vulnerable families in the State, for an annual health coverage of Rs. 5 lakh per family and additional Rs.5 lakh for the women members of the family after exhaustion of the initial limit.
Eligibility Criteria under GJAY Scheme in Odisha
- For component 1: All citizens of Odisha are eligible for cashless health care services at all State Government health care institutions from Sub Centre level to District Head Quarters Hospital and Government Medical College Hospital, for which the State Government will bear the full cost.
- For component 2: All GJAY Smart Health Card/ BSKY Smart Card/ National Food Security Act (NFSA)/ State Food Security Scheme (SFSS) card holders are eligible to avail cashless health coverage of Rs. 5 lakh per annum per family and additional Rs. 5 lakh for women members of the family after exhaustion of initial limit at empanelled private hospitals within and outside Odisha.
Gopabandhu Jana Arogya Yojana Registration Process
There is no direct enrolment process under Gopabandhu Jan Arogya Yojana. All families covered under earlier BSKY / NFSA / SFSS within Odisha state are eligible beneficiaries under this scheme and are provided with GJAY Smart Health Card. The new Gopabandhu Jana Arogya Yojana Smart Health Cards would be distributed by the Government to each family. Beneficiary would be able to collect their GJAY Smart Health Card at designated Mo Seva Kendra by producing her/his valid BSKY/ NFSA/ SFSS Card. The scheme's database would be updated and synchronized with BSKY / NFSA / SFSS database in a real time manner.Coverage Period of Gopabandhu Jan Arogya Yojana
The GJAY Smart Health Card would remain valid till the names of the family members are there in the BSKY / NFSA/ SFSS database. The card does not need renewal. The annual amount available against the beneficiary family gets refreshed every year.Need for GJAY Scheme
