Here is the complete list of Odisha government schemes to be introduced in the next 5 years for the welfare of its residents. 
The beneficiaries of Odisha Govt Schemes would include students, farmers, women, girl child, weavers, youths etc. Special emphasis is given on overall development of the state which includes various sectors like education, agriculture, employment, among others.  

Odisha Government Schemes List for Next 5 Years

  • Subhadra Yojana - Every women will receive a cash voucher of Rs. 50,000 which can be encashed over 2 years under Subhadra Yojana.
  • Samrudha Krushak Yojana - The rate of paddy procurement would be Rs. 3100 per quintal under Samrudh Krushak Yojana in Odisha.
  • Prosper Odisha Scheme - The BJP led Odisha govt. will introduce PROSPER-Odisha (Promoting Regional Opportunities and Sustaining Entrepreneurial Resilience) Scheme to boost the MSME Sector with special focus on promoting industrial clusters. 
  • Kendu Patra Tolali Kalyana Yojana - Kendupatra will be procured at Rs. 2 per kerry. A bonus of 35% Kendu leaf pluckers and 10% to Kendu leaves binders will be given.  
  • Bunakara Samman Nidhi Yojana - Govt. will launch "Bunakara Samman Nidhi" for weavers and handloom workers in the state, through which govt. will provide monthly financial assistance of Rs. 3000 for all the beneficiaries b/w 40 to 60 years of age and Rs. 3500 for all beneficiaries above 60 years of age.
  • Madho Singh Haath Kharcha Yojana - The state govt. will provide Rs. 5000 per annum to all tribal students as Madho Singh Hath Kharcha to encourage them to attend schools and reduce dropout rates.
  • Mukhyamantri Sahayata Yojana - Odisha BJP govt. will launch Mukhyamantri Sahayata Jojana to provide pension of Rs. 3000 per month for all elderly, divyang, widows and destitute in the state. Further, we will provide a pension of Rs. 3500 for elderly above 80 years and divyang with 80% disability.
  • Krushi Vidya Nidhi Scheme - Odisha govt. will launch the Krishi Vidya Nidhi Scheme to provide scholarships up to ₹2,00,000 to the children of small and marginal farmers and agricultural labourers studying in Government institutions till post-graduation.  
  • Govansha Surakhya Yojana - Newly elected BJP govt. in Odisha will launch the Govansha Surakhya Jojana, under which a Government-aided goshala in every block would be established.
  • DEEP Yojana - The state govt. will launch the Digital Education Empowerment Program (DEEP) to provide advanced digital learning infrastructure under which govt. will : a) set up state-of-the-art computer laboratories in all Government schools b) enhance educational opportunities by introducing STEM (Science, Technology, Engineering, and Mathematics) education initiatives in collaboration with the tech industry c) In alignment with the National Education Policy of 2020, govt. will commence coding classes in Odisha schools, beginning from the sixth grade.
  • Udyam Kranti Yojana - In this scheme, interest-free loans up to ₹10 lakh with a 50% subsidy to the youth in the state would be given.
  • ODISEY Yojana - Odisha Development Initiative for Science and Engineering for Youth (ODISEY) Jojana would be launched to offer Robotics and AI learning opportunities in all State Government schools, through lab facilities, courses and nationwide competitions.
  • Electric 2 Wheeler Subsidy Scheme - A cost subsidy on electric two wheelers for women who are enrolled in all Government colleges under the ‘Mission Pankh’ would be given.
  • Ignite Odisha Scheme - This scheme would empower and support the "digital influencers", content creators and folk artists of the state by setting up 50 art studios.
  • Utkarsha Udyam Scheme - Odisha govt. is committed to launch the "Utkarsha Udyam Scheme" with the aim of positioning Odisha as the 5th largest exporting state in India by 2029. Under the scheme, the State Government will provide financial assistance to private companies willing to set up : a) Mega Food Parks b) Cold Chain Projects c) Food Processing Units d) Primary processing and collection centres. 
  • Sanchaya Scheme - Govt. will establish 1,000 Pack Houses across Odisha under the Sanchaya scheme to increase the storage capacity for perishable goods by approximately 50 lakh sq. ft area and eventually boost export exponentially.
  • Make in Odisha Scheme - Odisha state would be developed into a robust manufacturing hub, with a special focus on the automobile, EV, semiconductor and IT/ITES industry through the "Make in Odisha" scheme, thereby creating over 3.5 lakh jobs by 2029.
  • Odisha Youth Apprenticeships Scheme - This scheme aims to offer apprenticeship opportunities through MoUs with industries with stipend support of 25% up to a maximum of ₹2,000 per month.
  • Matrutwa Surakhya Yojana - Newly elected BJP govt. in Odisha will launch the Matrutwa Surakhya Jojana to provide every pregnant woman with assistance of ₹21,000 by providing them with 6 nutrition kits and one instalment of income support.
  • Mo Medhabi Jhia Jojana - This scheme would be started for the welfare of BPL girl students wherein an assurance certificate of Rs. 2 lakh will be issued on the birth of a girl child and will be encashed at the age of 21 years. 
  • Apoorti Scheme - A new breakfast scheme called "Apoorti" would be added with the existing mid day meals to counter malnutrition among school going children.
  • Antyodaya Gruha Yojana - Odisha govt. will launch Antyodaya Gruha Yojana to ensure housing for low income groups, which are not covered in PMAY.
  • Shram Kalyan Yojana - A new initiative namely Shram Kalyan Jojana would be introduced to provide interest-free loans up to ₹10 lakh for every unorganised worker in the state. 
  • Shram Jyoti Yojana - Another new scheme namely Shram Jyoti Jojana would be introduced through which every e-Shram registered unorganised worker will be provided free accidental insurance up to ₹5 lakh and life term insurance cover up to ₹10 lakh.
  • SAMRIDDHI Yojana - BJP led new Odisha govt. will ensure social security for municipal workers through pensions and benefits by expanding the scope of the Garima Scheme under the ‘SAMRIDDHI’ Jojana.
  • Odia Uttam Chatra Chhatrabrutti Yojana - Under this new scholarship scheme, govt. will provide 100% free scholarship to 30 students from SC/ST community per year to pursue post-graduate and doctoral courses from foreign universities.
  • Sarvagun-Sampann Yojana - Odisha govt. will launch the ‘Sarvagun-Samparn Jojana’ to provide complete health and wellness support to divyang children, from early detection and rehabilitation to lifetime support. This program will include a) Setting up Comprehensive Rehabilitation Centres in every district to address the needs of diving, including healthcare, specialised therapy, assistive aids & devices, and social integration programs b) Launching of ‘Divyangjan Samarthya Jojana’ to equip every Primary Health Centre (PHC), Community Health Centre (CHC), and District Hospital with screening and detection facilities c) Ensuring that every PHC has a counsellor, ‘Sahayak’, to provide counselling and guidance to guardians of Divyang children.
  • Digi Grama Yojana - The state govt. will launch Digi Grama Jojana to ensure that internet, education, health, skill development, and financial inclusion services are provided in every village of Odisha.
  • Odisha Tablet Yojana - The state govt. will provide tablets to each and every student from classes 9 to 12 at Government schools.
  • Praveshika Jojana - This scheme shall ensure that every child in pre-primary and primary school has achieved foundational literacy and numeracy by 2030. Under this Jojana, the state govt. will : a) upgrade all 74,157 existing Anganwadis to the new-generation ‘Saksham Anganwadis’ b) upskill all qualified Anganwadi workers to become Academic Resource Persons (ARPs), enabling them to teach preschool students.
  • Rs. 1 Sanitary Napkin Scheme - Odisha govt. will ensure that all the schools are equipped with a sanitary napkin vending machine giving napkins at ₹1.
  • Odisha Balabhadra Jaivik Chasa Mission - This mission would be launched to promote organic farming under which: govt. will increase the area under organic farming in the state and will eliminate crop threats from pests by effectively implementing PM-PRANAM.
  • Shree Anna Abhiyan - This campaign aims to enhance millet production and consumption, making Odisha the "millet hub of the nation" by promoting millet cultivation in tribal regions, creating a robust supply chain, first within the state and then by doubling exports and production, providing 40% subsidy for setting up millet processing plants. We will aim to encourage millet consumption by introducing it in all Government canteens, schools and institutions, combatting malnourishment effectively.
  • Odisha Matsya Mission - BJP led Odisha govt. will launch the “Odisha Matsya Mission” to increase fish production from 1,250 MT to 5,000 MT/ year by 2030 through : a) Providing a subsidy of 25% for all fish farms b) Providing a subsidy of 35% for new farms c) Providing a subsidy of 50% for bio-bags and caged farming.
  • Dughdha Banya Mission - This mission will focus on increasing the milk production capacity to 100 Lakh Tons by 2027 by providing: 60% subsidy in setting up livestock farms, and 70% subsidy for SC/ST 50% subsidy for fodder cultivation 50% subsidy for feed units. 
  • Ksheer Dhara Mission - This mission would be started to completely restructure OMFED, under which govt. will: a) Create an Apex Dairy Institute in the state with support from the Central Dairy Institute b) Set up a 'Ksheer Dhara Collection Centre' in every village and a Milk Chilling Centre in every sub-division to solve the difficulties faced by dairy farmers c) Ensure a fixed minimum purchase price for milk collection.
  • Rs.10,000 Welfare Scheme for Fishermen - Govt. would provide an annual lean period allowance of ₹10,000 to every fisherman as a sustenance support during the ban period on fishing. 
Apart from the list of schemes mentioned in Odisha govt schemes list, government will also implement its flagship schemes in the state which are currently running at the central govt. level. These includes Ayushman Bharat Yojana, PM Surya Ghar: Muft Bijli Yojana, PM Awas Yojana, PM Suraksha Bima Yojana, Jal Jeevan Mission etc.
