Odisha government has extended SAMMPurNA Yojana for another five years from 2023-24 to 2027-28. Under this sampurna scheme, the state govt. will provide financial assistance to pregnant women to reduce Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR). The decision for extension for Shishu Abond Matru Mrutyuhara Purna Nirakaran Abhiyan was taken in the cabinet meeting held on 12 Feb 2024.
Odisha SAMMPurNA Yojana Extension
Odisha state cabinet has decided to extend Sishu Abang Matru Mrutyura Purna Nirakarana Abhiyan (SAMMPurNA) scheme for next 5 years. A sum of Rs 1015.6 crore has been allocated for the period of 2023-24 to 2027-28. The Sampurna scheme was launched in the Odisha state in the year 2015. To further accelerate the rate of reduction of IMR and MMR and anaemia, state govt. has decided to extend the scheme. Rs. 1000 as transportation cost would be given to pregnant women living in inaccessible areas so that she can reach the hospital for time delivery.Salient Features of SAMMPurNA Scheme in Odisha
- The pregnant woman will receive financial assistance of Rs. 1000 from state government.
- This scheme is only be applicable for women who are living in inaccessible regions where the ambulances of government hospitals (102 / 108) and other four wheeler vehicles can not reach.
- Intention of Odisha government is to reduce Infant Mortality Rate (IMR) and Mother Mortality Rate (MMR) during pregnancy.
- Rs. 1000 will be transferred directly into the bank account of beneficiary through DBT.
- The scheme is expected to provide benefits to about 60,000 pregnant women every year
- Through this Sammpurna Scheme, the govt. wants that pregnant ladies reaches hospital for timely delivery of babies.

About Sampurna Scheme in Odisha
Under SAMPurNA scheme, Odisha govt.will support pregnant women in inaccessible villages to reach nearby hospitals for institutional delivery. The state govt. will extend a helping hand to pregnant women in villages where ambulance can not reach. Since any ambulance or four wheeler can not reach these villages, pregnant women in such areas would be provided Rs. 1,000 each to reach hospital for delivery.
Also, villages would be provided stretchers to carry pregnant women from their homes to the accessible points where ambulance or any vehicle can reach. Since the credit for the achievement in reducing the IMR below the national average goes to all Gaon Kalyan Samiti (GKS), they should hold themselves accountable for failure of SAMPurNA scheme.
