Himachal Pradesh government has announced Mukhyamantri Sukh Arogya Yojana (MSAY) on 17 Feb 2024. Under the CM Sukh Arogya scheme, free medical facilities will be provided to all such farmers and elderly people above 70 years of age in the State who are not paying income tax or do not get any pension. Mukhya Mantri Sukh Arogya Yojana is required because medical emergencies come unannounced and being protected under health cover is no longer an option but has become a compulsion.

Mukhyamantri Sukh Arogya Yojana (MSAY) in HP Budget 2024-25
On 17 February 2024, Finance Minister presented Himachal Pradesh Budget 2024-25. While presenting the budget, FM said "Speaker Sir, there has been a remarkable expansion of health services in Himachal Pradesh and our Government has always been making efforts to provide timely and quality health services to all sections of the State. I announce the launch of a new scheme 'Mukhyamantri Sukh Arogya Yojana'. Mukhyamantri Sukh Arogya Yojana aims to provide free health care to the beneficiaries. - Improve affordability - MSAY will enable left out population to afford and access secondary and tertiary care including pre-hospitalisation and post-hospitalisation expenses.
- Improve accessibility - CM Sukh Arogya Yojana will enhance access to medical care along a continuum of care. Through the network of empaneled public and private hospitals, responsibility will rest with supply side especially in the private sector.
- Quality of care - Mukhyamantri Sukh Arogya Yojana will encourage healthcare providers to improve the quality of care and services through standard treatment protocols.
