Assam Mukhya Mantri Nijut Moina Scheme 2024 Apply Online, Eligibility, Documents

Assam government has finally launched Mukhya Mantri Nijut Moina Scheme on 8th August 2024 which was earlier announced on 12th Feb 2024. Under MMNM scheme, the state govt. will empower 10 lakh girls by providing them with financial grants. These grants are meant to support their education upto higher secondary, graduation and post graduation levels.
The Assamese govt. has started Mukhyamantri Nijut Moina Scheme to empower girls to make life decisions that are well-informed and bring an end to child marriages. Assam Mukhyamantri Nijut Moina Yojana 2024 Launched 

On 8th August 2024, Assam Chief Minister Himanta Biswa Sarma launched Rs. 1,500 Crore Nijut Moina Scheme to end child marriage by the year 2026. Under the scheme, 10 lakh girls (Nijut Moina) will be supported with financial grants as admission incentives to continue their education to higher secondary, graduation and post-graduation studies.

In the Nijut Moina Scheme, the female students who have completed their higher education will get Rs. 10,000 per annum while female students who have completed graduation will get Rs. 12,500 per annum. Female students who have completed their post-graduation will get Rs. 25,000 per annum.

Assam Chief Minister Himanta Biswa Sarma said, "Child marriage cases are more in Lower Assam and Middle Assam districts. In Dhubri and South Salmara districts, 50 per cent of girls married before 18 years. In many cases, girls give childbirth at the age of 12-13 years."

He further added, "On many occasions, we have taken legal actions to fight against child marriage, but we believe that the main weapon is Education. Married girls studying in colleges will not benefit from this Nijut Moina Scheme. We want to start this scheme on October 10. If we miss the October 10 milestone, then we will start it on November 10. In coming November-December Assam police will launch another leg of operation against Child Marriage. I think Child Marriage will be ended in Assam by 2026."

Assam Mukhyamantri Nijut Moina Yojana 2024-2025 Announcement

CM Himanta Biswa Sarma announced on 12th June 2024 (Wednesday) that the girls from class 11 to post-graduation under Nijut Moina Yojana will be receiving monthly stipends for the next five years. The cabinet has approved the Nijut Moina scheme with an estimated budget of Rs. 1,500 crore for 5 years to support approximately 10 lakh girls.
 
The hon'ble Chief Minister clarified that married girls will not be included in the scheme excluding those who have enrolled in post-graduation courses. The main objective of Mukhyamantri Nijut Moina Scheme is to delay girls' marriage under the Prohibition of Child Marriage Act and the Protection of Children from Sexual Offences Act. It would enable them to achieve financial independence and help contribute to family income.

Moreover, this scheme would help significantly to enhance the gross enrollment ratio of females in enrolling in education institutions.

Assam Mukhyamantri Nijut Moina Yojana Amount for Girls

  • Class 11 and 12: Rs. 1000 per month for 10 months in a year (Rs. 10,000 per annum)
  • Graduate: Rs. 1,250 per month for 10 months in a year (Rs. 12,500 per annum)
  • Post Graduate: Rs 2,500 per month for 10 months in a year (Rs. 25,000 per annum)
The Nijut Moina scheme would encompass all girls except for daughters of ministers, MLAs and MPs, and those students studying in private colleges, all girls irrespective of their financial background will be included in the scheme. In June and July, during summer vacation, no money will be given. The stipend will be deposited to the bank accounts of the students for 10 months in a year,

Mukhya Mantri Nijut Moina Scheme in Assam Budget 2024-25

On 12 February 2024, Finance Minister presented Assam budget 2024-25. While presenting the budget FM said "10 lakh girls (one million- Nijut Moina) will be supported with financial grant as admission incentive to continue their education to higher secondary, graduation and post-graduation studies. This is to bolster Government’s Mission to eliminate child marriages. Apart from punitive and regulatory measures, we need to empower girl child to decide about when to marry. If ten lakh girl children are encouraged to study till graduation and post-graduation, this would also increase the percentage of girls educated beyond Matriculation. They will be eligible for this benefit only if they study in any government college/education institution. Secondly, the girls married are not eligible for this benefit".

FM added "An admission incentive of Rs. 10,000 will be paid to each of the girl student who joins in Class Eleven. Similarly, Rs. 12,500 will be paid to those girls who join graduation first year. For a girl student who joins in the first year of postgraduation course shall get an admission incentive of Rs. 25,000. This is in addition to the existing benefits like free admission, provision of scooty, etc as applicable. I propose to set apart Rs. 300 crore towards this scheme in this budget".

The main objective of Mukhya Mantri Nijut Moina Scheme is to provide admission incentive to girls joining class 11th. Even the girl students who are enrolling in first year of either graduation or post graduation would be given financial assistance. This MMNM program will significantly improve girls education and create an atmosphere that is conducive to their academic development
