Odisha government has announced to launch a new scheme namely Mukhyamantri Baristha Bunakar O Karigar Sahayata Yojana. Under this scheme, the state govt. will provide financial assistance for the welfare and security of senior weavers and handicraft artisans of Odisha state. However, while the state government has a "Baristha Bunakar Sahayata Yojana" to help weavers in their elderly age, there is no scheme for senior handloom artisans. Weavers between the ages of 60 and 80 years were getting assistance of Rs. 500 per month and those above 80 years of age were getting Rs. 700 per month.
On the instructions of Chief Minister, 5T and Nabin Odisha Chairman during the visit to districts, the weavers and handicrafts artisans of different regions had requested in this regard. Considering these requests, the State Government has decided to introduce a new scheme "Mukhyamantri Baristha Bunakar O Karigara Sahayata Yojana" for the welfare of weavers and handicrafts artisans of the state.
Subsequently, suitable beneficiaries will be selected from amongst the weavers and helpers engaged in weaving and artisans will be assisted as soon as possible.
Mukhyamantri Baristha Bunakar & Karigar Sahayata Yojana in Odisha Budget 2024-25
On 25th July 2024, Finance Minister presented Odisha Budget 2024-25. While delivering the budget speech, FM said "To encourage the weavers and artists, A new scheme namely 'Mukhyamantri Baristha Bunakar & Karigar Sahayata Yojana (MBBKSY)' is being implemented whereby handloom weavers and ancillary workers are being provided monthly assistance to female beneficiaries above 40 years and male beneficiaries above 50 years of age. I propose Rs.12 crore under this scheme. We propose to set up 3 textile hubs in western Odisha which will create more than 51,000 employment opportunities".About Mukhyamantri Baristha Bunakar O Karigar Sahayata Yojana 2024
Mukhyamantri Baristha Bunakar O Karigar Sahayata Yojana announced by CM demonstrates a compassionate and proactive approach towards supporting the welfare of senior artists and craftsmen in the state. This scheme would ensure their financial security and recognition for their invaluable contributions.
Under this scheme, male and female weavers, weaving assistants and artisans would get financial assistance.

Launch of Odisha Baristha Bunakar O Karigar Sahayata Yojana
CM Naveen Patnaik has launched Baristha Bunakar O Karigar Sahayata Yojana. While launching the scheme, CM posted on X "ରାଜ୍ୟର ବରିଷ୍ଠ ବୁଣାକାର ଓ ହସ୍ତଶିଳ୍ପ କାରିଗରଙ୍କ ସୁବିଧାକୁ ପ୍ରାଥମିକତା। ସେମାନଙ୍କ ସୁରକ୍ଷା ଓ କଲ୍ୟାଣ ପାଇଁ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶ୍ରୀ @Naveen_Odisha ‘ମୁଖ୍ୟମନ୍ତ୍ରୀ ବରିଷ୍ଠ ବୁଣାକାର ଓ କାରିଗର ସହାୟତା ଯୋଜନା' ଘୋଷଣା କରିଛନ୍ତି। ବୁଣାକାର, ବୁଣା ସହାୟକ ଓ ହସ୍ତଶିଳ୍ପ କାରିଗରଙ୍କୁ ମାସକୁ ₹୨,୦୦୦ ଏବଂ ୮୦ ବର୍ଷରୁ ଊର୍ଦ୍ଧ୍ଵ ବୟସ୍କଙ୍କୁ ମାସକୁ ₹୨,୫୦୦ ସହାୟତା ଯୋଗାଇ ଦିଆଯିବ।"
CM added "ଚଳିତ ଫେବୃଆରୀ ମାସ ୨୦ରୁ ୨୫ ତାରିଖ ମଧ୍ୟରେ ଏହି ବର୍ଦ୍ଧିତ ସହାୟତା ମିଳିବ। ଖୁବଶୀଘ୍ର ନୂଆ ହିତାଧିକାରୀ ଚୟନ କରାଯାଇ ସହାୟତା ଯୋଗାଇ ଦିଆଯିବ। ରାଜ୍ୟରେ ୧,୨୫,୦୦୦ରୁ ଅଧିକ ବୁଣାକାର ତଥା ବୁଣା ସହାୟକ ଥିବାବେଳେ ୧,୫୦,୦୦୦ରୁ ଅଧିକ ହସ୍ତଶିଳ୍ପ କାରିଗର ଅଛନ୍ତି। 5T ତଥା ନବୀନ ଓଡ଼ିଶା ଅଧ୍ୟକ୍ଷ ଶ୍ରୀ କାର୍ତ୍ତିକ୍ ପାଣ୍ଡିଆନଙ୍କ ଜିଲ୍ଲା ଗସ୍ତ ସମୟରେ ଏନେଇ ସମସ୍ତେ ପ୍ରସ୍ତାବ ଦେଇଥିଲେ।"

Notably, the state government has been implementing various skill development and welfare schemes for the overall development of the weavers and artisans of the state. Weavers and handicraft artisans have played an important role in showcasing and preserving the rich heritage of the state. There are more than 1,25,000 weavers and weaving helpers engaged in weaving while there are more than 1,50,000 handicraft artisans in the state.However, while the state government has a "Baristha Bunakar Sahayata Yojana" to help weavers in their elderly age, there is no scheme for senior handloom artisans. Mukhyamantri Baristha Bunakar O Karigara Sahayata Yojana Eligibility Criteria
The following qualifications must be met to be considered eligible for this scheme:-- Beneficiary’s name must be registered as weavers and helpers engaged in weaving and handicrafts in the survey list prepared by the Director of Textiles and Director of Handicrafts.
- His/her annual family income does not exceed Rs 1 lakh
- Should not have been a beneficiary of any corresponding scheme by the State Government or the Central Government.
- The beneficiary should not be a Government servant, taxpayer or pensioner of the Central or State Government.
- Only one person from a family can get benefits under this scheme.
- The assistance amount of the scheme will be disbursed directly by DBT to the Aadhaar-linked savings accounts of eligible deemed weavers, helpers and artisans engaged in weaving.
Subsequently, suitable beneficiaries will be selected from amongst the weavers and helpers engaged in weaving and artisans will be assisted as soon as possible.
