About Delhi Sugamya Sahayak Yojana 2024
On 11 January 2024, Delhi govt. starts Sugamya Sahayak Yojana to create a society where all citizens can thrive. According to the government, this scheme is designed not only to facilitate mobility and enhance the capabilities of PwBDs through aids and appliances but also to provide them access to livelihood opportunities, effectively eliminating physical barriers.Sugamya Sahayak Scheme aims to provide range of assistive devices to persons with benchmark disabilities. It includes artificial limbs, tricycles, wheelchairs, hearing aids, adjustable axillary crutches, smart cane, smartphones and other useful kits from government. These devices would enable PwBDs to overcome physical barriers.
Note that a person with benchmark disability means a person with not less than 40% of a specified disability.

Objective of Delhi Sugamya Sahayak Yojna
Sugamya Sahayak scheme focuses on providing durable and standardised aids and appliances to PwBDs, residing in Delhi. Sugamya Sahayak Yojana forms will soon be available on the Delhi government website. There may also be a provision to submit the documents in person.
Eligibility Criteria for Sugamya Sahayak Scheme
- To avail Sugamya Sahayak Yojana benefits, an applicant should have a disability of 40% or more, as per the disability certificate/Unique Disability ID card issued by an authorised medical authority under the Rights of Persons with Disabilities Act, 2016.
- An applicant must be a resident of Delhi.
- The family's annual income from all sources should not be more than Rs. 8,00,000.
- The individual should also have an Aadhaar card.
Exclusion Criteria in Sugamaya Sahayak Yojana
The applicant or their parent/guardian must submit an undertaking confirming that they have not received the same benefit or item from any other scheme offered by any other State Government, UT Government, Administration, Central Government, or any other source within the last three (3) years. There is no limit for appliances that are fabricated for children below 12 years of age. Please note that this exception does not apply to motorized tricycles and wheelchairs.
Artificial Limbs Manufacturing Corporation of India will be solely responsible to provide quality assistive devices in camps. The social welfare department will sign an MoU with the company for 5 years for ensuring timely and quality supply of items, with the concurrence of the finance department and the approval of the social welfare minister. In October 2023, TOI had reported that an agreement had been finalised with the company for buying the equipment and a budget of over Rs 10 crore had been kept aside.
