PM Janman Scheme in Union Budget 2024-2025

Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan or PM Janman Scheme 2024-25 has been launched by central government. It would be implemented with total outlay of Rs. 24,104 crore (Central Share: Rs. 15,336 crore and State Share: Rs. 8,768 crore). PM Janman Yojana will focus on 11 critical interventions through 9 Ministries. 1st installment has been transferred by Prime Minister Modi on 15th January 2024. 
This PM Janman campaign is an effort aimed at saturating particularly vulnerable tribal groups (PVTGs) families with individual entitlements and habitations with basic facilities. It would be done by making these tribal communities aware about their entitlements. Earlier, Prime Minister announced the Abhiyan on Janjatiya Gaurav Diwas from Khunti and then Union Cabinet approved PM Janman Scheme on 28 November 2023. 


PM Janman Yojana in Union Budget 2024-2025

Finance Minister presented Union Budget 2024-25 on 1 February 2024 in which she said "We believe in empowering the poor. The earlier approach of tackling poverty through entitlements had resulted in very modest outcomes. When the poor become empowered partners in the development process, government’s power to assist them also increases manifold. With the pursuit of ‘Sabka ka Saath’ in these 10 years, the Government has assisted 25 crore people to get freedom from multi-dimensional poverty. Our Government’s efforts are now getting synergized with energy and passion of such empowered people. This is truly elevating them from poverty".

She also mentioed "PM-JANMAN Yojana reaches out to the particularly vulnerable tribal groups, who have remained outside the realm of development so far. PM-Vishwakarma Yojana provides end-to-end support to artisans and craftspeople engaged in 18 trades. The schemes for empowerment of Divyangs and Transgender persons reflect firm resolve of our Government to leave no one behind".

PM Janman Yojana 1st Installment Transfer

On 15th Jan 2024, PM Narendra Modi has released 1st installment to 1 lakh beneficiaries of Pradhan Mantri Awas Yojana - Gramin (PMAY - G) under PM Janman Yojana. In line with the Prime Minister's efforts towards the vision of Antyodaya to empower the last person at the last mile, PM-JANMAN has been launched. This scheme aims for the socio-economic welfare of Particularly Vulnerable Tribal Groups. 

Under PM Janman Scheme, Prime Minister credited 1st installment worth Rs. 540 crore through video conferencing for the welfare of PVTGs. At the event, PM Modi said "प्रधानमंत्री जनजाति आदिवासी न्याय महा-अभियान योजना के तहत पीएम आवास योजना ग्रामीण की पहली किस्त का लाभ करीब 1 लाख से ज्यादा लाभार्थियों को दिया गया है। इस योजना के अंतर्गत सरकार कमजोर जनजातीय समूहों की सामाजिक और आर्थिक स्थितियों में सुधार करना चाहती है। प्रधानमंत्री जनजाति आदिवासी न्याय महा अभियान योजना की शुरुआत खासतौर पर देश के कमजोर जनजातीय समूहों को सुरक्षित आवास, स्वच्छ पेयजल, शिक्षा, स्वास्थ्य और कई दूसरी बुनियादी सुविधाएं मुहैया कराने के लिए की गई है।"

Prime Minister also said "प्रधानमंत्री जनमन योजना के अंतर्गत सरकार इस पर करीब 24 हजार करोड़ रुपये खर्च करेगी। इस योजना की शुरुआत सरकार ने 15 नवंबर, 2023 को बिरसा मुंडा की जयंती के दौरान आदिवासी गौरव दिवस के मौके पर की थी।" 

PM Janman Scheme 2024 Crucial Interventions

PM Janman Scheme or PVTG Development Mission aims to provide crucial interventions such as:-
  1. Permanent housing,
  2. Road connectivity,
  3. Piped water supply,
  4. Mobile medical units,
  5. Hostel construction,
  6. Anganwadi facilities,
  7. Skill development centres,
  8. Electricity connections,
  9. Solar street lighting,
  10. Van dhan Vikas Kendra, and
  11. Mobile towers.
Aligning existing schemes like PM Awas Yojana (PMAY), Grameen Sadak Yojana (PMGSY), and the health mission aims to encompass all eligible beneficiaries. These interventions fall under the purview of nine key ministries responsible for health, livelihoods, tribal affairs, and telecom, among others.

Moreover, ministries like Ayush and skill development and entrepreneurship will offer additional support. The ministry of Ayush intends to establish Ayush Wellness Centers and extend Ayush facilities through mobile medical units. Concurrently, the ministry of skill development and entrepreneurship plans to provide skill and vocational training in PVTG habitations and hostels.

Out of the ₹24,104 crore budget for the scheme, ₹15,336 crore will come from the central government while ₹8,768 crore will come from the states.

PM Janman Yojana Approval by Union Cabinet

Union Cabinet approves the implementation of Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) designed to provide support to tribal communities with a budget of Rs. 24,000 crore. PM Janman Scheme 2023-24 aims at uplifting 75 tribal communities identified as Particularly Vulnerable Tribal Groups (PVTGs) across 18 states, 1 Union Territory, 220 districts, and 22,000+ villages. This initiative is projected to benefit approximately 28,16,000 tribal individuals.
India’s Scheduled Tribe (ST) population stands at 10.45 crore according to the 2011 census, with 75 communities in 18 states and the Union Territory of Andaman and Nicobar Islands classified as PVTGs. During the commemoration of Janjatiya Gaurav Diwas in Khunti, Jharkhand, Prime Minister Narendra Modi had inaugurated the "Pradhan Mantri Particularly Vulnerable Tribal Groups (PM PVTG) Development Mission".

PVTG Development Mission Coverage

Pradhan Mantri Modi has started a new PVTG development mission which is a first-of-its-kind initiative and is a huge step towards the empowerment of tribals. In the 2023-24 budget, the scheme was announced to improve the socio-economic conditions of the Particularly Vulnerable Tribal Groups.

There are 75 PVTG in 18 states and 1 union territory living in 22,544 villages spread across 220 districts having a population of around 28 lakhs. These tribes stay in scattered, remote and inaccessible habitations, often in forest areas and hence the mission has been planned to saturate PVTG families and habitations with basic facilities. It would include road and telecom connectivity, electricity, safe housing, clean drinking water and sanitation, improved access to education, health and nutrition, and sustainable livelihood opportunities.

The PVTG Development mission will be implemented through the convergence of 11 interventions of nine ministries under a host of existing welfare programmes covering rural roads, rural housing and drinking. Some scheme norms will be relaxed to cover these remote habitations. In addition, saturation coverage will be ensured for Pradhan Mantri Jan Arogya Yojna, Sickle Cell disease elimination, TB elimination, 100% immunisation, PM Surakshit Matritva Yojana, PM Matru Vandana Yojana, PM Poshan and PM Jan Dhan Yojana, among others.
