Odisha government has started BSKY Nabin Card 2024 online apply process at bskynabin.odisha.gov.in. All the rural families who are not covered under Biju Swasthya Kalyan Yojana can now apply online for new BSKY Nabin Card. This initiative has been launched to fulfill the promise of providing universal health coverage to people of Odisha. BSKY Nabin Card in Odisha Budget 2024-25

On 8th February 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "To take ease of living and citizen centric service delivery to the next level, several landmark schemes have been launched. These include Biju Swasthya Kalyan Yojana and BSKY NABIN Card ensuring health coverage for almost all households of Odisha, Location Accessible Multimodal Initiative (LACCMI) Scheme and Mission Shakti Scooter Yojana providing mobility to all across the State, Ama Bank ensuring financial inclusion and providing banking service across the State. Such strong focus on social sector-oriented schemes will help the State avoid the middleincome trap and enhance the safety net and productivity of our human resources".

BSKY Nabin Card 2024 Online Apply Process

  • Click at "Apply BSKY NABIN CARD" tab in the main menu or click "Register Now" tab as shown in the image above.
  • Direct Link - https://appbskynabin.odisha.gov.in/
  • Upon clicking the link, the page where you can read instructions (defined below) will open.
  • Read them carefully, tick the declaration, enter applicant's aadhaar number and click "Verify" Button.
  • Then if you are eligible, you will get a message "You are eligible for apply into BSKY NABIN scheme, Please select below mode of authentication to start registration". 
  • Here click at "Get OTP" button to receive OTP on registered mobile number.
  • Next you will have to enter one time password received on your mobile no and click "Validate & Continue" button.
  • After performing e-KYC, it will automatically fetch your Name, Date of Birth/Age, Gender, Address with pin code. Then you can enter Voter ID (EPIC) card number and upload the scanned copy.
  • Validate mobile number of applicant through OTP.
  • Add family member(s), validate the name and Aadhaar number and mention relationship with HoF.
  • Preview the registration form before submitting. Finally take a printout of the submitted form and keep it for any future reference.

Eligibility Criteria for BSKY Nabin Card

  • Rural Families - Families living in rural area of Odisha.
  • No Income Tax Payee - No family member(s) should be an income tax payee during FY 2022-23.
  • No Government Employee or Pensioner - No family member should be a regular government employee or government pensioner.
  • NOT Covered in BSKY - No family member should be part of the existing BSKY beneficiaries / Ration Card holder.

Biju Swasthya Kalyan Card Registration Instructions

  • Eligible family to visit to https://bskynabin.odisha.gov.in/ to apply for BSKY NABIN card.
  • Please read and agree to the declaration confirming that no family member is either an income tax payee or a regular government employee or pensioner.
  • Agree to the Aadhaar consent for e-KYC.
  • Enter Aadhaar number of the HoF (Head of the Family) or applicant.
  • If the entered Aadhaar number is not available in both BSKY and Govt. employee database, then only the applicant can be eligible to apply for BSKY NABIN card.
  • Perform e-KYC to fetch Name, Date of Birth/Age, Gender, Address with pin code of the applicant.
  • Enter Voter ID (EPIC) card number and upload the scanned copy.
  • Validate mobile number of applicant through OTP.
  • Add family member(s), validate the name and Aadhaar number and mention relationship with HoF.
  • Preview the registration form before submitting.
  • Take copy of the acknowledgement receipt number for future reference.

BSKY Nabin Card Guidelines & Documents Required

  • Registration should be done in the name of the HoF (Head of the Family).
  • The elder most female member (above 18 years) of the family can be treated as HoF (Head of the Family). In case a family do not have female member or age below 18 years, then the elder most male member of the family (above 18 years) can be treated as HoF.
  • Any members (applicant or HoF) above age of 18 can apply for BSKY NABIN CARD on behalf of family.
  • Address of the HoF and other family members in the Aadhaar Card must belong to rural area of Odisha and same.
  • In case the Address of the married women member in Aadhaar is not same as the address of the HoF, then an undertaking must be submitted to provided updated Aadhaar card with HoF address by 30.06.2024.
  • Aadhaar card of all family members, including children under 5 years. In case Aadhaar card of children under 5 years is not available, an undertaking must be submitted to provide Aadhaar card number by 30.06.2024.
  • The applicant must have an Aadhaar card, linked with an active mobile number.
  • Aadhaar based E-KYC (Know your consumer) is mandatory for the applicant.
  • Voter ID card (EPIC card) for all family members above 18 years of age.
  • The applicant or HoF (Head of the Family) must have valid mobile no. to receive the important communication.
  • Recent photograph of the applicant as well as Head of the Family (or captured directly by the system).

About BSKY Nabin Card

To ensure that no family in Odisha is left vulnerable due to lack of financial resources to meet high expenditure for critical illnesses; thus fulfilling the promise of universal health coverage for the people of Odisha.

The third phase of BSKY, where all left out families of rural areas of Odisha will be assured of cashless care in private hospitals, for critical ailments. In this phase of expansion, all rural families of Odisha (except regular government employees and income tax payers), who are presently not covered under BSKY, will be eligible to receive the 'BSKY NABIN CARD'.

Biju Swasthya Kalyan Yojana 3.0 Launch

Biju Swasthya Kalyan Yojana aims to provide assurance of quality health care to all citizens of the state. Earlier in December 2023, Odisha govt. had started Biju Swasthya Kalyan Yojana Phase 3. Here all left out families of rural areas (except regular government employees and income tax payees) of the state are assured of cashless care in private hospitals, for critical ailments. Moreover, cashless card in BSKY 3.0 is named as BSKY Nabin Card.

Through this card, one would be able to avail cashless care of Rs. 5 lakh per annum (upto 10 lakh for women members of the family), in empanelled private hospitals both inside and outside the state, for identified critical illnesses.
