Jharkhand government is inviting Abua Awas Yojana 2024 complaint form online at aay.jharkhand.gov.in. Under Abua Awas Yojana, the state govt. will provide pucca houses to poor people who are left out from PM Awas Yojana Gramin (PMAY-G) and Dr. Bhimrao Ambedkar Awas Yojana. About Jharkhand Abua Awas Yojana 2024

राज्य सरकार वर्ष 2026 तक सभी बेघर और जीर्ण-शीर्ण घरों में रहने वाले ग्रामीण परिवारों को बुनियादी सुविधाओं सहित पक्का आवास उपलब्ध कराने के लिए प्रतिबद्ध है। वर्ष 2016 से प्रधानमंत्री आवास योजना - ग्रामीण (PMAY-G) अंतर्गत लगभग 16 लाख घर उपलब्ध कराए गये हैं एवं बाबा साहेब भीमराव अम्बेडकर आवास योजना अंतर्गत लगभग 50 हजार आवास बनाए गए हैं। इसके बावजूद राज्य में काफी संख्या में बेघर/कच्चे घरों में रहने वाले परिवार विद्यमान हैं। ऐसे गरीब परिवारों को पक्का आवास उपलब्ध कराने के लिए राज्य सरकार ने अबुआ आवास योजना (AAY) के नाम से राज्य सम्पोषित एक नई आवास योजना प्रारंभ करने का निर्णय लिया है।

• At the homepage, click at "Online Complain/Redressal" link or directly click https://aay.jharkhand.gov.in/Reg/Redressal
• Upon clicking the link, the page to fill Abua Awas Yojana Complaint Form 2024 will appear as shown below:-

• Enter Sarkar Aapke Dwar Acknowledgement number, select district, block, panchayat, village and enter basic details like date of complainant, name of complainant, mobile number, detail of complain and click at "Submit" button to make Abua Awas Yojana grievance redressal online.

Abua Awas Yojana 1st Installment Transfer Update

Former CM Champai Soren on 9th February 2024 transferred Rs. 74.48 crore to 24,827 beneficiaries of Kolhan region as the first installment of the Abua Awas (housing) Yojana. He handed over the letters of acceptance to the beneficiaries which included 8,138 families from East Singhbhum district, 10,252 from West Singhbhum district and 6,437 families from Seraikela-Kharswan district. Each beneficiary got Rs 30,000 as first installment through Direct Benefit Transfer (DBT), an official said.

Of 2,92,624 applications received for the scheme from Kolhan region, 1,05,810 beneficiaries are from East Singhbhum district, 1,03,319 (West Singhbhum district) and 83,495 families (Seraikela-Kharswn district).

Abua Awas Yojana in Jharkhand Budget 2024-25 

On 27th Feb 2024, Finance Minister presented Jharkhand Budget 2024-25. While delivering the budget speech, FM said "अध्यक्ष महोदय, सरकार की महत्त्वाकांक्षी अबुआ आवास योजना की शुरुआत प्रधानमंत्री ग्रामीण आवास योजना से अनाच्छादित राज्य के गरीब परिवारों को पक्का मकान उपलब्ध कराने के लिए की गई है, जिसमें लाभार्थियों को पाँच किस्त में 2,00,000 (दो लाख) रुपये की आर्थिक सहायता दी जाती है। वित्तीय वर्ष 2023-24 में 2 लाख, वित्तीय वर्ष 2024-25 में 3 लाख 50 हजार एवं वित्तीय वर्ष 2025-26 में 2 लाख 50 हजार को हजार परिवारों को इसका लाभ दिया जाएगा। आगामी वित्तीय वर्ष 2024-25 में 4,831.83 करोड़ (4 हजार 8 सौ 31 करोड़ 83 लाख) रुपये का बजट प्रस्तावित है।"

Jharkhand Abua Awas Yojana 2024 Online Application Form 

Under Abua Awas Yojana, beneficiaries will be given a total of Rs. 2 lakh in five installments for construction of three-room houses. The scheme also has provision for assistance to build toilets under Swach Bharat Mission Rural or through convergence of any other dedicated sources. CM Hemant Soren has launched the Abua Awas scheme on 15 November 2023 to provide houses to homeless as well as those who were deprived of the benefit under the Pradhan Mantri Awas Yojana (PMAY).

Jharkhand government had received applications for the scheme during the third leg of Apki Yojna, Apki Sarkar, Apke Dwar (your scheme, your government at your doorstep) that started from November 24 and concluded on December 29. Out of around 31 lakh applications received, 29.97 lakh were given entry to the Abua Awas portal. 

Keeping in mind the applications, the govt. has decided to provide houses to all who are homeless or living in kutcha houses. So far, around 69% applications were found to be eligible for the scheme during field verifications. The gram sabha scrutiny is also underway where some rejections have taken place.

Important Dates of Abua Awas Yojana

• 27 February 2024 - Rs. 4,831.83 crore allocated in Jharkhand Budget 2024-25.
• 9 February 2024 - CM Champai Soren distributed 1st installment of scheme.
• 15 November 2023 - Launch of Abua Awas Yojna.

About Abua Awas Yojna in Jharkhand 

Under the Abua Aawas scheme, the state government is planning to develop and provide three-room houses free of cost to the poor and needy. The houses under अबुआ आवास योजना would be larger in size as compared to houses under Pradhan Mantri Awas Yojana. The new Abuaa Awas Yojana would cost Rs. 16,320 crore to the state exchequer in the next 3 years. Registration for Abua housing scheme has already began.

Beneficiaries will be given Rs. 2 lakh for construction of three-room house in five installments. Construction will be completed in 12 months. Under Pradhan Mantri Awas Yojana (PMAY), Jharkhand govt. has not received any fresh target after March 2022. Jharkhand had got the target of building 15,92,171 houses under the PMAY and of which 15.58 lakh houses have already been completed. Rest 34,000 houses would be completed this year.

It would run separately from PMAY housing scheme and would primarily focus on providing houses to homeless people. 

ऐसा होगा अबुआ आवास

• अबुआ आवास योजना के अंतर्गत तीन कमरों का पक्का मकान एवं रसोई घर बनाया जाएगा। 
• इसका क्षेत्रफल 31 वर्गमीटर होगा।  
• इस योजना के अंतर्गत तीन कमरों सहित स्वच्छ रसोई घर का प्रावधान किया गया है।  
• योग्य लाभुकों के लिए योजना के तहत आवास निर्माण के लिए सहयोग राशि बढ़ाकर दो लाख रुपए करने का प्रावधान कैबिनेट की बैठक में किया गया।  

साथ ही, लाभार्थी को महात्मा गांधी ग्रामीण रोजगार गारंटी योजना (मनरेगा) के तहत अपने आवास के निर्माण के लिए वर्तमान मजदूरी (समय-समय पर संशोधित) दर पर अधिकतम 95 अकुशल मानव दिवस के समतुल्य आवास योजना अंतर्गत आवास निर्माण हेतु प्राप्त होगा। 

Who will be Abua Awas Yojana Beneficiaries

Abua Awas Yojana would benefit the following beneficiaries:-

• कच्चे घरों में रहने वाले परिवार,
• आवासविहीन एवं निराश्रित परिवार, 
• विशेष रूप से कमजोर जनजाति समूह (PVTG) के परिवार,
• प्राकृतिक आपदा के शिकार परिवार, 
• कानूनी तौर पर रिहा किए गए बंधुआ मजदूर एवं वैसे परिवार, 
• जिन्हें राज्य सरकार अथवा केंद्र सरकार द्वारा संचालित आवास योजना तथा प्रधानमंत्री आवास योजना-ग्रामीण / बाबा साहेब भीमराव आंबेडकर आवास योजना / बिरसा आवास योजना / इंदिरा आवास योजना का लाभ नहीं मिला हो।  

झारखण्ड अबुआ आवास योजना में प्रावधान किया गया है कि पात्रता मापदंड के अनुसार लाभुक की स्थायी प्रतीक्षा सूची ग्राम सभा में तैयार की जाएगी। 

Eligibility Criteria for Abau Awas Yojana

• Applicant must be a permanent resident of the Jharkhand State.
• The applicant must be residing in any rural area located within the territory of the Jharkhand state.
• He / she must not own a house in their name in any part of India.
• Even the left out beneficiaries of PMAY housing scheme and other homeless people would be included in Abua Awas scheme.

Jharkhand Abua Awas Yojana Fund Allocation

For Abua Awas Yojana, Rs. 16320 crore would be spent by the Jharkhand state government. After rejection of proposal of sanctioning 8 lakh houses under central govt's housing scheme, Jharkhand state govt. has approved its own abua housing scheme.

In the first phase in the financial year 2023-24, 2 lakh houses would be given to poor people. Accordingly, in FY 2024-25, around 3 lakh 50 thousand and in FY 2025-26, around 2 lakh 50 thousand houses would be provided. For this purpose, the state govt. will incur an expenditure of 16,320 crore.

 

Jharkhand Abua Awas Yojana Cabinet Approval (Oct 2023 Update) 

***This section is Updated on 31 October 2023*** झारखंड में अब लोगों को प्रधानमंत्री आ‍वास से बड़ा मकान मिलेगा जो राज्य सरकार बनाकर देगी। अबुआ आवास योजना के तहत न केवल लोगों को पीएम आवास से बड़ा मकान मिलेगा, बल्कि उसमें सुविधाएं भी ज्यादा होंगी। लोग स्वाभिमान के साथ इस मकान में रह सकेंगे। सूबे के मुख्यमंत्री हेमंत सोरेन ने बुधवार (18 अक्टूबर 2023) को कैबिनेट की बैठक के बाद मीडिया को यह जानकारी दी. उन्होंने कहा कि कैबिनेट की हर बैठक में ऐतिहासिक फैसले होते रहे हैं. इस बार झारखंड सरकार ने गरीबों के लिए अबुआ आवास योजना शुरू करने के प्रस्ताव को मंजूरी दी है।  

इसके अलावा एक और महत्वपूर्ण फैसला लिया गया है। "मुख्यमंत्री ग्राम गाड़ी योजना" शुरू होगी। इसके तहत लोग बसों में मुफ्त यात्रा कर सकेंगे, खासकर बुजुर्ग, महिला, विद्यार्थी, आंदोलनकारी और स्वतंत्रता सेनानी। उन्होंने कहा कि मुख्यमंत्री ग्राम गाड़ी योजना का फायदा झारखंड के कम से कम एक करोड़ लोगों को मिलेगा। ग्रामीण क्षेत्र में रहने वाले लोगों को शहर जाने में, एक गांव से दूसरे गांव जाने में सहूलियत होगी। मुख्यमंत्री हेमंत सोरेन की अध्यक्षता में आज हुई कैबिनेट की बैठक में इन दो अहम फैसलों के साथ-साथ कुल 29 प्रस्तावों को मंजूरी दी गई है। 

CM Announcement on Abuaa Awas Scheme (August 2023 Update)

***This section is updated on 30 August 2023*** While announcing the Abua Awas Yojana on the Independence Day (15 August 2023), CM Hemant Soren said that the state government would spend over Rs. 16,320 crore under the scheme in the next three years. In this new housing scheme, the state govt. will develop and give 3 room houses free of cost to poor and needy people.

CM Soren added "We had promised to provide houses to the poor. Today, I announce to launch the Abua Awas Yojna. Under the scheme, we would provide 3-room houses to the needy. The government would spend over Rs. 16,320 crore under the scheme in the next three years". 

Although the chief minister did not share any blueprint of the scheme or deadline for its launch, it is expected that Abuaa Awas scheme would run separately from the ongoing central government "PM Awas Yojna", aiming to provide housing for all. "The PM Awas Yojna is set to end by March 2024. The Abuaa Awas Yojna would be fully funded by the state government. Under the scheme, the state government is estimated to provide housing to around 8 lakh people in the rural areas," said an official.

Several applications are pending in the state for houses under the PM Awas Yojna, all of whose applications remain pending under that scheme and all possible new beneficiaries would be covered under the Abau Awas Yojana put forth by CM Soren, said an official. Providing 3 room houses to the needy was an electrical promise of the ruling Jharkhand Mukti Morcha (JMM) in the 2019 assembly elections.
