Good news for students, Sabooj Sathi Prakalpa List 2024 available for checking at official website. Facility for student login and to search beneficiary in school record i.e tracking bicycle distribution status present at wbsaboojsathi.gov.in portal. This scheme was announced by Hon'ble Finance Minister of West Bengal, in his Budget Speech of 2015-2016. Through sabooj sathi scheme, govt. aims to distribute bicycles to an estimated 40 lakh students studying in classes 9th to 12th in govt/ govt. aided/ madrassa of the state.

Sabooj Sathi Scheme in West Bengal Budget 2024-25

On 8th February 2024, FM presented West Bengal Budget 2024-25. While presenting the Budget, Finance minister said "Sabooj Sathi - one of the flagship schemes of the State Government, under which bicycles are provided free of cost to students of Class-IX in 8,828 Government Schools and Madrasahs with an objective to increase access to high school education. Since 2015-16, around 1.15 crore students were benefited under the scheme. During 2023-24, 12.24 lakh students of class-IX (AY 2023) are being covered at a cost of Rs. 491.93 crore".

Latest Update on Sabuj Sathi Scheme 2023-24

The state government of West Bengal is going to distribute 12.50 lakh bicycles among students studying in class 9th in state-run, aided, sponsored schools and madrassas under the Sabuj Sathi scheme. The cycles have started arriving and will be distributed among the students who are studying in class IX in the year 2023. Sabooj Sathi Scheme has already received recognition from the United Nations (UN) in the year 2020. Since its launch, around 1.15 crore cycles have already been distributed.

The first batch of cycles were distributed by CM Mamata Banerjee at Gopiballavpur in West Midnapore on 23 October 2015. At present, 3 cycle manufacturers namely, Hero, Hero Eco Tech and Avon are supplying the cycles. Each cycle costs Rs. 4,019. The West Bengal Scheduled Caste and Scheduled Tribe & OBC Development and Finance Corporation gave training and cycle repairing kits to 3,000 youths to repair the cycles which have been distributed among the students.

The training will help them to be economically independent. The cycle parts of the cycles are brought to the state in heavy duty trucks. They are then assembled and kept in government offices from where they are distributed. The Backward Classes Welfare Department (BCW) has full data relating to the student beneficiaries, including their names, which class they were studying in when they received the cycles, the date they received the cycles, the names of the schools they had been studying in.

The cycles carry a logo designed by the Chief Minister. Pratichi Trust had conducted a study on the social impact of Sabuj Sathi cycles. The study praised the BCW for keeping detailed data, to do which no additional expenditure was incurred by the state government. Sabooj Sathi scheme helped to stop early marriage of girl students and saved the transportation cost of the students. The scheme has very successfully prevented drop out of school going students. West Bengal is the only state where cycles are given to the students free of cost.

WB state government encourages cycling as it is eco-friendly and keeps the cyclist fit. In New Town an international cycle track is under construction. There are graded paths for cyclists in New Town. It is the only township in the country that has a cycle hiring system where a person can hire a cycle, go to their destination, after which he or she can deposit the cycles after paying the requisite fee.

Sabooj Sathi Prakalpa Scheme 2024

The scheme for distribution of cycles is known as Sabooj Sathi as coined by Chief Minister Mamata Banerjee herself. It reflects her desire to see young students empowered to achieve new feats in the future through the bicycles provided under Sabooj Sathi scheme. She also created the scheme logo which is firmly attached in the basket in front of the cycle. Hon'ble CM flagged off the distribution in October 2015 from Paschim Medinipur (Sabooj Sathi Prakalpa launch date).

Objective of Sabooj Sathi Scheme

The scheme was conceived with the primary objective of enhancing student access to Secondary Education. The scheme is further expected to
  • Increase retention in schools,
  • Encourage students to take up higher studies,
  • Inculcate sense of confidence among the girl students by promoting mobility,
  • Promote environment-friendly and healthy means of transportation.
The objectives are aligned with four Sustainable Goals of agenda 2030. These are SDG3: Good Health & Well-being, SDG4: Quality Education, SDG5: Gender Equality and SDG13: Climate actions.

  • Once you reach there, scroll down to reach "Quick Links" section.
  • Select district, block, school, phase, class and click "Search a Beneficiary" tab.
  • Then page to find name in Sabooj Sathi List 2024 will open.
  • Click at "View" option under "Student details" section to open.
  • You can view student details information page containing applicant ID, applicant name, guardian name, DOB, caste, class, registration number, section, gender, cycle distribution date, brand, bicycle frame no.

Administrative structure

The Backward Classes Welfare Department and the West Bengal SC, ST and OBC Development & Finance Corporation (formerly WB SC & ST Dev & Fin Corporation) have been declared "Nodal" Department and "Implementing Agency" respectively. A Steering Committee consisting of the Secretaries of the Departments of Micro, Small and Medium Enterprises, School Education, Minority Affairs & Madrasah Education & Sundarban Affairs was constituted to guide the implementation process. 

An inter-departmental Tender Committee was formed for observing the procurement process. At the District level, Nodal officers were identified for shouldering the responsibility of the scheme and SDOs, BDOs and Executive officers of Municipalities were further aligned for ensuing implementation in a time bound manner.

Procurement

Procurement was done through e-Tender, as per the existing norms of the State Government. Specifications were finalized in consultation with the “Research & Development Centre for bicycles & sewing machines”, an entity created under the joint effort of the Punjab Government and UNDP. To maintain transparency, the status at different stages was shared in the public domain through https://wbtenders.gov.in/nicgep/app and https://wbsaboojsathi.gov.in/v2/.

So far, seven phases of procurement has been done where leading Indian manufacturers - Hero Cycles Ltd., TI Cycles Ltd and Avon cycles ltd. were selected.

Funding

The cost of implementation of the Sabooj Sathi Scheme is borne by the departments of Backward Classes Welfare for SC & OBC students, Tribal Development for ST students, School Education for General category students & Minority Affairs & Madrasah Education for Minority category students.

E-Governance in Implementation

Implementation of the scheme has multi-dimensional challenges like collection of students’ record, consignment tracking and management, selection of secure places for delivery, tagging of schools, deployment of a huge number of fitters from across the country, their logistic arrangements, security etc. and finally keeping distribution records in the public domain as a part of our proactive disclosure policy. https://wbsaboojsathi.gov.in/v2/ was developed with the dedicated support team of NIC to handle all the modules and to cater to the requirements of all the stakeholders of this mammoth scheme.

Our scheme stakeholders include teachers and students of 12,235 Government & Government-aided schools and Madrasahs, School Inspectors, 341 Blocks, 129 Municipalities, officers of the District Administration, peoples’ representatives who participated and contributed in different ways to make the scheme a grand success. Students’ records were entered on-line through portal by the schools, validated thereafter by Sub Inspectors of Schools, Additional District Inspectors / District Inspectors of Schools.

BDOs performed the task of creating delivery points and tagging schools to finalise delivery point-wise requirement of Boys & Girls bicycles. Suppliers were given opportunity through portal to enter consignment details so that those can be tracked by the officials of State Government. Schools generated Distribution record from their individual log-in facility. Finally, the schools uploaded data like date of distribution, bi-cycle brand, Bi-cycle frame No. (Unique), particulars of student etc. District-wise, Block wise and individual student wise Distribution records were made available in the public domain on real time basis

Present Status

Since 2015, more than 1.15 crore students have received bicycles under this scheme.
