Keeping in mind the need for having a dedicated fund with the primary objective of dealing with any kind of emergency or distress situation, a public charitable trust under the name of "Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund" has been set up. PM CARES Fund has been registered as a Public Charitable Trust. The trust deed of PM CARES Fund has been registered under the Registration Act, 1908 at New Delhi on 27th March, 2020. From then, the Prime Minister's Office (PMO) is receiving requests to make generous donations to support the central govt. in any emergency situation.

All the distress situations (natural / others) demands expeditious and collective efforts to alleviate suffering of affected people. Moreover, these actions are necessary to prevent mitigation, damage control to infrastructure and capacities. So, govt. must build capacities for quick emergency response and effective community participation is needed. This is to be done in association with infrastructure and institutional capacity reconstruction / enhancement. 

Accordingly, usage of new technology and advance research findings become inseparable element of such action. So, the central govt. has created PM Cares Fund portal at https://www.pmcares.gov.in/en/. PM Cares Fund Objectives

  • To undertake and support relief or assistance of any kind relating to a public health emergency or any other kind of emergency, calamity or distress, either man-made or natural, including the creation or upgradation of healthcare or pharmaceutical facilities, other necessary infrastructure, funding relevant research or any other type of support.
  • To render financial assistance, provide grants of payments of money or take such other steps as may be deemed necessary by the Board of Trustees to the affected population.
  • To undertake any other activity, which is not inconsistent with the above Objects.

Constitution of PM Cares Trust

  • Prime Minister is the ex-officio Chairman of the PM CARES Fund and Minister of Defence, Minister of Home Affairs and Minister of Finance, Government of India are ex-officio Trustees of the Fund.
  • The Prime Minister, as the Chairperson of the Board of Trustees of the PM CARES Fund, has nominated following three trustees to the Board:
    • Shri Justice K.T.Thomas (Retd.)
    • Shri Kariya Munda
    • Shri Ratan N. Tata
  • Any person appointed a Trustee shall act in a pro bono capacity

Modes of Payment for PM Cares Donation

It is important to note that people can make online donations at the official website at pmcares.gov.in. The following modes of payments are available which includes:-
  1. Debit Card / Credit Cards.
  2. Internet Banking.
  3. UPI through BHIM, PhonePe, Amazon Pay, Google Pay, PayTM, Mobikwik.
  4. RTGS / NEFT
Furthermore, all donations to this PM CARES fund will be exempted from Income Tax (IT Act) under section 80 (G). This PM CARES fund is a dedicated national fund with main objective to deal with emergency or distress situation such as COVID-19 pandemic. This is a public charitable fund trust which would be utilized in providing relief to affected persons. Pradhan Mantri Narendra Modi is the chairman of this trust and its members includes Defence Minister, Home Minister and Finance Minister.

PM Narendra Modi is always on the frontline in ensuring public participation to tackle any issue. PM CARES fund will also enable micro-donations so that large number of people can contribute with even smallest of denominations.
