[4.0] YSR Asara Scheme AP 2024 Status, Eligibility, Amount, Release Date & Details

The state govt. of Andhra Pradesh has launched AP YSR Asara Scheme 4th phase on 23 January 2024. AP govt. has distributed Rs. 6394.83 crore to 7.98 lakh SHGs (with 78.94 lakh women members) towards fourth and last tranche of YSR Asara Yojana. In this scheme, AP govt. reimburse all the outstanding loans taken by all the women members of self-help groups belonging to the SC, ST, BC, and minority communities as on 11 April 2019 in four instalments. Before assembly elections, CM YS Jagan promised to repay the loans to the tune of Rs. 25,571 crore taken by SHG women till April 11, 2019 in four installments. AP government had earlier released an amount of Rs. 6,419 crore to 74.94 lakh women beneficiaries in 3rd phase of AP YSR Asara Scheme on 25 March 2023. Second phase amount was credited on 7 Oct 2021 while 1st phase amount under YSR Asara scheme was credited on 11 Sept 2020. 

Under YSR Aasara scheme, govt. will waive off outstanding loans of debt ridden women self help groups (SHGs) upto 2019. The YSR Asara scheme aims to empower women in rural and urban areas by turning them into entrepreneurs. Scheme will ensure that women are not forced to go back to take loans at higher interest rates once again. This is done by facilitating financial support and providing marketing facilities to their products. The amount given under Aasara scheme can also be used for their future prospectus if they have repaid their loan already.

YSR Aasara Scheme in AP Budget 2024-25

On 7 February 2024, Finance Minister presented Andhra Pradesh Vote on Account Budget 2024-2025. In the presented AP Budget 2024-25, FM said "The failure of the previous government to support SHGs in the state led to their deep indebtedness and financial ruin. Our government stood by its manifesto promise & implemented the YSR Aasara scheme to reimburse the outstanding debt of SHG as on 11th April 2019. Since 2019, Rs 25,571 crore is reimbursed to 78.94 lakh mahila maharanis in 7.98 lakh SHGs".

AP YSR Asara Scheme 2024 Status - 4th Phase Update

CM Jagan Mohan Reddy on 23 Jan 2024 released Rs. 6394.83 crore towards fourth and final tranche for waiving off the balance loans of women members and self help groups. The balance of loans pertained to 78,94,169 women members and 7,98,395 self help groups that owed a total of Rs. 25,571 crore to various banks in 2019. In three tranches earlier, the government repaid the self-help groups' loans to the tune of Rs. 19,176 crore, which was defaulted upon during the rule of the Telugu Desam Party (TDP), which promised the loan waiver.
 
Chief Minister has fulfilled his 2019 election promise of repaying the bank loans of women's self-help groups that were ditched by TDP chief Chandrababu Naidu. He said that education quality, an improvement in the literacy rate, and the security of women are the parameters for assessing the social progress of any state, and the government has been focusing on these factors for empowering women.

In the last 56 months, AP government has implemented several welfare schemes in full transparency and without any bias and carried out administrative reforms aiming at the social, economic, and political empowerment of women. AP government has so far distributed a whopping Rs. 2,66,772.55 crore through DBT and non-DBT welfare schemes to 5,68,56,709 women, with the DBT welfare component being Rs. 1,81,460.04 crore, besides distributing 31 lakh house site pattas and constructing 22 lakh houses for the poor women.

The government has entered into marketing tie-ups with MNCs like Amul, Hindustran Lever, ITC, P & G, Ajio Reliance, Gramin Vikas Trust, IRMA (Institute of Rural Management, Anand), Ayekart, Kalgudi, and Allana for selling the products of self-help groups. Aiming at the empowerment of women, the government has so far spent Rs. 55,922.44 crore on social pensions, Rs. 26,067.30 crore on Amma Vodi, Rs. 14,129.12 crore on YSR Cheyutha, Rs. 11, 901 crore on Vidya Deevena and Rs 2028.77 crore on Kapu Nestam. With the implementation of YSR Aasara, women have launched their own grocery stores, small dairy farms, cloth shops, and goat and sheep breeding centres.

Eligibility Criteria for YSR Asara Pathakam 2024

  • Only permanent residents of Andhra Pradesh state are eligible.
  • Women must belong to a Self Help Group (SHG).
  • She must possess an aadhar card.
  • She must possess an active mobile number.
  • Bank loan documents shall be handy.

YSR Asara Scheme Phase 4 Application Procedure

Here are some common steps which you have to follow to apply for YSR Asara scheme:-
  • First of all, open the official website.
  • Once you reach homepage, click "Apply online" link.
  • Next page having application form filling instruction will open.
  • Read the displayed instructions and click "Continue" button.
  • Enter required details, upload necessary documents along with signature and image.
  • Review filled in application form and click "Submit" button.
  • Take a printout and keep it for any future reference.

Offline Application Procedure for YSR Asara 4th Phase 

  • First of all, you have to go to the nearest bank.
  • When you reach there, ask for YSR Asara scheme 4.0 application form.
  • Fill application form manually by entering correct information with blue ball pen.
  • Attach relevant documents with filled in registration form.
  • Submit this application form in the bank. 
  • After submission, bank officer will give you an acknowledgement card
  • Secure this acknowledgement card which will enable you to check your status in future.

  • Appellants can check the beneficiary list through official website at https://apmepma.gov.in/
  • Click "YSR ASARA- LOAN VERIFICATION REPORT" option.
  • Select name of your district, municipality, CO, slum and then YSR Asara scheme list of beneficiaries and loan status will open.

  • First of all, go to official Navasakam website at navasakam2.apcfss.in
  • Once you reach Navasakam homepage, click "application status" link.
  • Enter application no and other asked details on the screen.
  • Submit the information and application status will come up on the screen.

How to Make Complaint Registration - YSR Asara

  • First of all, you have to visit the official website at https://apmepma.gov.in/
  • Once you reach homepage, you need to click on "grievance" tab.
  • Enter sender name, contact number, date, complaint description.
  • Upload file and click "Submit" button to make YSR Asara scheme complaint registration.

AP YSR Asara Scheme 2023 Amount, Release Date

In March 2023, AP govt. has waive off outstanding loans of SHGs upto the year 2019. In YSR Asara Scheme 3rd Phase, the Andhra Pradesh government has provided an amount of Rs. 6419 crore. The payment status for third phase of Jagananna Asara scheme has been made available and can be checked online. You can check payment status of current phases.

YSR Asara Scheme was firstly announced by CM YS Jagan Mohan Reddy in his election manifesto as a part of Navaratnalu. AP govt. started YSR Asara implementation in first phase on 11 September 2020 and second phase on 7 October 2021. In this debt waiver scheme, the state govt. will reimburse outstanding loans of SHGs. 

Under YSR Aasara Scheme, the government will clear all the pending dues of DWCRA women with banks till April 11, 2019 in four instalments. Government has sanctioned a total of Rs. 25,571 crore for four years. 

AP YSR Asara Scheme 3.0 Status for Payment

Andhra Pradesh CM Y.S. Jagan Mohan Reddy on 25 March 2023 disbursed Rs. 6,419 crore under 3rd tranche of YSR Asara scheme, benefiting as many as 74.94 lakh women. Under Asara scheme, outstanding bank loans of eligible women Self-Help Groups will be written off to enable them to stand on their own feet. Reddy released these funds by the click of a button, reiterating that the State government would continue to work for the educational, social, economic and political empowerment of women.

He noted that the southern state has spent upto Rs 2.25 lakh core towards women's welfare through various programmes such as 'Amma Vodi', 'Cheyuta', 'Kapu Nestam', 'EBC Nestam', 'Vidya Devena' and others. According to the Chief Minister, more than 9.8 lakh women have launched their own business units such as stores, poultry farms, food processing units, vegetable shops and others through Asara scheme.

Besides collaborating with corporates like L&T, Reliance, P&G, ITC, Amul and Mahindra to guide women's self-help groups to turn into entrepreneurs, the government has also made the banks slash interest rates between 7 and 9 per cent from 13 per cent, and it is also working towards reducing it further, the Chief Minister said.

Payment Status for YSR Asara Scheme 2nd Phase

CM Y.S Jagan launched 2nd phase of YSR Asara programme at PVR Boys High School in Ongole on 7 October 2021. Around 78.76 lakh women of 7.97 lakh Self Help Groups (SHGs) got Rs. 6,439.52 crore. After the implementation of YSR Aasara 2.0, total amount given to SHG women reaches Rs. 12,758 crore (in first two installments combined).

Payment Status for YSR Asara Scheme Phase 1.0

In 1st phase of YSR Asara Scheme, Rs. 6,318.48 crore were sanctioned on 11 September 2020 to DWCRA women in 2020-21 towards the first instalment. This scheme benefited around 9.33 lakh women self help groups having around 90 lakh members.

Many women in Andhra Pradesh state have incurred massive loans and now would get relief under YSR Aasara Scheme. These loans were taken to cope up with expenses towards education, health care, elderly care, daily needs and other emergencies.
