CM mass marriage scheme was firstly implemented in the year 2017. This Mukhya Mantri Samuhik Vivah Yojana aims to ensure that daughters from financially weaker sections are married in a respectable manner.  

New SOP for CM Samuhik Vivah Yojana in UP State 

Department of social welfare has issued new standard operating procedure for CM Samuhik Vivah Yojana to address corruption issues. The new rules states that when more than 100 couples get married at a single location, the presence of the district magistrate will be mandatory. In addition to this, 10% of the selected couples will undergo random checks. Local inquiries will be conducted to determine, among other things, that the individuals have not been previously married. It would prevent ineligible persons from benefiting from Mukhyamantri Samuhik Vivah Yojana. This financial year, the department has set a target to facilitate the marriages of 1,06,911 couples. 

Detailing the SOP, an official from the social welfare department said that less than 100 couples should be married at any single location, unless it is in the presence of the DM. During the event, a registration counter will be set up where the eligibility of couples will be determined. The deputy director of the division and the district social welfare officer from a nearby district will be deputed at the event to oversee arrangements and submit a report to the department.

A provision has been made in the SOP for random verification of 10% of the selected couples for the scheme. The checks will be conducted by officers from the revenue or other departments under the guidance of the DM. A district-level committee will oversee the verification process and the investigating officer will have to submit his or her report on a specified format on the department portal,” the official said.

Even as the verification process has been made stricter, eligibility criteria has also been tightened. Now, only those applications which have been approved with digital signatures from the respective block development officer, executive officer and district social welfare officer will be accepted. The application process has been digitised. Applying for Mukhyamantri Samuhik Vivah Yojana will require Aadhaar authentication to confirm that the groom is over 21 years old, and the bride is over 18 years. Applications can only be submitted through the online portal.

At a mass marriage ceremony, financial aid of Rs 35,000 is transferred to the bride's account. An additional Rs. 10,000 is allocated for essential marriage ritual items such as clothing, jewellery, utensils etc. For marriages of widows, abandoned individuals, or divorced persons, goods worth Rs. 5,000 are provided at the time of the marriage itself. The department has set a standard expenditure of Rs. 6,000 per couple to cover all marriage arrangements. Applicants will now be required to submit their applications at least one week before the scheduled date of marriage and applications will be processed on a first-come, first-served basis.

मुख्यमंत्री सामूहिक विवाह योजना in UP Budget 2024-25

Finance Minister presented UP Budget 2024-25 on 5 February 2024. FM said "सभी वर्गों की पुत्रियों की शादी हेतु मुख्यमंत्री सामूहिक विवाह योजनान्तर्गत एक जोडे के विवाह पर 51,000 रूपये अनुदान की व्यवस्था है। वित्तीय वर्ष 2022-2023 में 1,00,874 जोडों का विवाह सम्पन्न कराते हुये 510 करोड़ रूपये का व्यय किया गया।"

साथ ही वित्त मंत्री ने यह भी कहा कि मुख्यमंत्री सामूहिक विवाह योजना के अन्तर्गत अनुसूचित जाति तथा सामान्य वर्ग के निर्धन परिवारों की पुत्रियों हेतु 600 करोड़ रूपये की व्यवस्था प्रस्तावित है।

What is Chief Minister's Mass Marriage Scheme 2024

Chief Minister's Mass Marriage Scheme is an incentive scheme of Yogi Adityanath led UP govt. to promote mass marriages. Under Mukhyamantri Samuhik Vivah Yojana, payment is to be made by the Uttar Pradesh government at the rate of Rs. 51000 per beneficiary. It was earlier approved by state cabinet and now is launched across the state.

Social Welfare department of Uttar Pradesh releases guidelines and framework for Mukhyamantri Samoohik Vivaah Yojana. The objective of CM Mass Marriage scheme is to provide financial assistance on the occasion of marriage for the couple belonging to economically weaker sections. A committee has been formed by UP state govt. for the identification of such eligible couple beneficiaries.

UP CM Mass Marriage Scheme Amount

Out of the total Mukhyamantri Samuhik Vivah Yojana amount, the state govt. will provide:-

Eligibility Criteria for Mukhyamantri Samuhik Vivah Yojana

• Only residents of Uttar Pradesh are eligible to apply for CM Mass Marriage Scheme.
• Girls who are performing 1st marriage are eligible. Also widow and divorced women can apply.
• Applicant women must belong to Below Poverty Line (BPL) families.
• Mass marriage ceremony must consist of at-least 10 couples.

Salient Features of UP Mukhyamantri Samuhik Vivah Yojana

• To promote communal and social harmony, UP govt. has started "CM Mass Wedding Scheme" since October 2017.
• Under UP Mukhyamantri Samuhik Vivah Yojana, mass marriage programmes would be conducted according to the rituals being practiced in various communities and religions.
• This scheme will abolish the unwanted and extravagance in wedding ceremonies.
• Families of all communities having annual income of Rs. 2,00,000 from all sources are covered.

Jobs to Poor Wedded under CM's Mass Marriage Scheme

The marriage of young men and women from poor families is being done under Mukhyamantri Samuhik Vivah Yojana. After the mass marriage, UP govt. will give jobs and employment to these newly married couples on the basis of their merit.

उत्तर प्रदेश के वित्त मंत्री ने यूपी बजट भाषण 2023-24 के दौरान कहा कि "सभी वर्गों की पुत्रियों की शादी हेतु संचालित मुख्यमंत्री सामूहिक विवाह योजना हेतु 600 करोड़ रूपये की व्यवस्था प्रस्तावित है"।

मुख्यमंत्री सामूहिक विवाह योजना के तहत इस वर्ष 35,950 जोड़ों का विवाह सम्पन्न कराया गया।
