Odisha government has launched 3rd phase of Biju Swasthya Kalyan Yojana on 29 December 2023. In this BSKY phase 3, all left out families of rural areas of Odisha state will be assured of cashless care in private hospitals, for critical ailments. Moreover in Biju Swasthya Kalyan Yojana 2024, cashless card would be named as BSKY Nabin Card.
The Biju Swasthya Kalyan Yojana was launched five years ago to provide health assurance to the people of Odisha. The BSKY coverage is being expanded phase-wise to provide comprehensive health protection to the entire population of the state.
In the first phase of the BSKY, all services in public health facilities were made free of cost for all persons, irrespective of income or residence. In the second phase, the BSKY provided cashless healthcare in private health facilities for all ration card holders. Under the BSKY, over 45 lakh persons receive free health care every month at public health facilities in the state, while 1.3 lakh persons receive cashless care.
Biju Swasthya Kalyan Yojana aims to provide assurance of quality health care to all citizens of the state. The official portal is functional at bsky.odisha.gov.in. Biju Swasthya Kalyan Yojana in Odisha Budget 2024-25
On 8th February 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "To take ease of living and citizen centric service delivery to the next level, several landmark schemes have been launched. These include Biju Swasthya Kalyan Yojana and BSKY NABIN Card ensuring health coverage for almost all households of Odisha, Location Accessible Multimodal Initiative (LACCMI) Scheme and Mission Shakti Scooter Yojana providing mobility to all across the State, Ama Bank ensuring financial inclusion and providing banking service across the State. Such strong focus on social sector-oriented schemes will help the State avoid the middleincome trap and enhance the safety net and productivity of our human resources".FM added "Biju Swasthya Kalyan Yojana was launched 5 years ago for
bringing about a revolution in providing health assurance to the people of
Odisha. Every month Rs. 260 crore is being paid to the empanelled hospitals
for providing free health care facility under the scheme. Now, Government
has decided to cover all left out families of rural areas of our State under
BSKY NABIN Card and it is estimated that over 1 crore 10 lakh families,
covering nearly 90 percent of the population will be provided health
assurance under BSKY. An outlay of Rs. 5,450 crore has been proposed for
the scheme in the Budget for 2024-25".
About Biju Swasthya Kalyan Yojana 3.0
On 29 Dec 2023 (Friday), Biju Swasthya Kalyan Yojana Phase 3.0 has been started by CM Naveen Patnaik. In this 3rd phase of expansion, all rural families of Odisha (except regular government employees and income tax payees), who are presently not covered under the BSKY, will be eligible to receive the BSKY Nabin Card. This will entitle them to cashless care of Rs 5 lakh per annum (upto 10 lakh for women members of the family), in empanelled private hospitals both inside and outside the state, for identified critical illnesses.In the first phase of the BSKY, all services in public health facilities were made free of cost for all persons, irrespective of income or residence. About Biju Swasthya Kalyan Yojana 2024
BSKY scheme is a pathbreaking program to provide universal health coverage, with special emphasis on the health protection of economically vulnerable families and women.Components of BSKY Scheme Odisha
To achieve its objectives, the BSKY has two components:
- Component-1 (Cashless Health Care in State Government hospitals) - State Government will bear the full cost of all health services delivered to all patients (irrespective of income, status or residence) in all State Government health care facilities starting from Sub Centre level to District Head Quarters and Government Medical College Hospital and Blood Bank level.
- Component-2 (Cashless Health care in empanelled private hospitals) - State Government will bear the cost of healthcare provided in empanelled private hospitals for identified economically vulnerable families in the State, for an annual health coverage of Rs. 5 lakh per family and additional Rs.5 lakh for the women members of the family after exhaustion of the initial limit.
Eligibility Criteria under BSKY Scheme
- For component 1: All citizens of Odisha are eligible for cashless health care services at all State Government health care institutions from Sub Centre level to District Head Quarters Hospital and Government Medical College Hospital, for which the State Government will bear the full cost.
- For component 2: All BSKY Smart Health Card/ National Food Security Act (NFSA)/ State Food Security Scheme (SFSS) card holders are eligible to avail cashless health coverage of Rs. 5 lakh per annum per family and additional Rs. 5 lakh for women members of the family after exhaustion of initial limit at empanelled private hospitals within and outside Odisha.
Biju Swasthya Kalyan Yojana Registration Process (under BSKY Component-2)
There is no direct enrolment process under Biju Swasthya Kalyan Yojana. All
families covered under NFSA / SFSS within Odisha are eligible beneficiaries under this
scheme and are provided with BSKY Smart Health Card. BSKY Smart Health Cards are
distributed by the Government to each family. Beneficiary can also collect her/his BSKY
Smart Health Card at designated Mo Seva Kendra by producing her/his valid NFSA/
SFSS Card. BSKY database is updated and synchronized with NFSA/ SFSS database in
a real time manner.
BSKY Coverage Period (under Component-2)
The BSKY Smart Health Card is valid till the names of the family members are
there in the NFSA/ SFSS database. The card does not need renewal. The annual amount
available against the beneficiary family gets refreshed every year. The family members covered under BSKY are those who are covered under the updated
database of NFSA/ SFSS.
BSKY Smart Health Card / NFSA / SFSS Cards for Identification of Beneficiaries
- BSKY Smart Health Cards/ NFSA/ SFSS cards will be the proof of eligibility of beneficiaries for the purpose of the scheme.
- The BSKY Smart Health Card is a 64 KB chip based SCOSTA card which is printed with card number and name of head of household. The chip contains the details of the family such as Name of the Family Members, Age, Gender, Demographic details, Aadhaar number of each beneficiary, unique smart card no and relation with head of the household.
- A beneficiary considered to be eligible under BSKY through the following two-way authentication: -
- The name of beneficiary should be there in the BSKY Smart Health card or NFSA/ SFSS card which shall be validated from NFSA/ SFSS server with the help of BSKY application or POS machine. If the details are not available in the NFSA/ SFSS database then it considered that s/he is not an eligible beneficiary.
- Once the validation from NFSA/ SFSS database is established, then the Aadhaar based authentication will be done through IRIS or POS device.
- Either the patient's or a family members’ finger print will be captured by the bio metric scanner of POS machine or the IRIS scanner to authenticate the beneficiary.
- In case there is a report that the Aadhaar card could not be connected to the BSKY Smart Health Card and failed to authenticate the finger print or IRIS, then issue of Override Code will be requested to the appropriate authority.

Empanelment of Private Health Care Providers (under BSKY Component-2)
The State Health Assurance Society (SHAS), Odisha, empanels private hospitals
inside and outside Odisha. Whenever SHAS gets a request for empanelment of a
hospital, the inspection of the hospital is undertaken. On the recommendation the
inspecting team, the hospital is empanelled.

Claim Settlement (under BSKY Component 2)
- Minimum documents required, as specified in the package master for settlement of claims, need to be uploaded in the BSKY application within 7 days of discharge of the patient. If uploaded after 7 days of discharge, it is rejected by the application.
- Payment is done by electronic transfer through Public Financial Management System (PFMS) within four weeks of raising the claims in BSKY application.
- If a beneficiary is required to undergo multiple surgical procedures in one OT session, then the procedure with highest rate shall be considered as the primary package and reimbursed at 100% of package rate, 2nd surgical procedure shall be reimbursed at 50% of package rate, 3rd & subsequent surgical procedures shall be reimbursed at 25% of the package rate.
- If minimum documents required for settlement of claims, are not shared at the time of raising the claim in BSKY application, the hospital is asked to upload the wanting documents. If these documents are not shared with-in 7 days, the claims are auto rejected by the BSKY application.

Biju Swasthya Kalyan Yojana in Odisha Budget 2023-24
Finance minister presented Odisha Budget 2023-24 on 24 February 2023. FM said when illness strikes a family, health expenditures can be catastrophic, wiping out life-time savings and pushing families below the poverty line. Hon’ble Chief Minister, with an aim to protect all vulnerable families in the time of illness, launched the path-breaking Biju Swasthya Kalyan Yojana.
This makes Odisha the first and only State in the country and perhaps the world, where all healthcare services, from OPD consultation to ICU and surgery, are provided free of charge to all persons, in all Government hospitals. Each year, poor families save Rs. 600 crore expenditure on drugs, which is borne under Niramaya. Similarly, the people of Odisha save over Rs. 150 crore each year on diagnostic expenses alone, as the same is borne by the Nidaan scheme. In addition to this, 96.5 lakh families covering over 3.3 crore people of Odisha are provided with cashless healthcare in over 600 premier private hospitals across 17 States.
While presenting the Odisha Budget 2023-24, FM said "Over 10 lakh families have saved over Rs. 2,100 crore towards healthcare expenses in premier private hospitals. The House will be happy to know that about 50,000 families have availed cashless care of above Rs. 1 lakh per annum and nearly 1000 women have availed healthcare of over Rs. 5 lakh per annum. It is an indicator of the success of the scheme that BSKY has sustained a record 97% Positive patient feedback over the years".
"For supply of free medicine and diagnostic services at Government Hospitals and reimbursement of claims of private hospitals for providing cashless treatment to the patients (BSKY card holders), provision of Rs. 513 crore has been made under NIRAMAYA, Rs. 140 crore under NIDAN and Rs. 2,380 crore under State Health Assurance Society (SHAS) in the Budget Estimate for 2023-24" FM added.
