Speaking at the ceremony, the CM urged students to use the financial incentive wisely and to focus on developing skills that will contribute to making Assam one of the top five states in India. The event was attended by Vice Chancellors from various universities and other dignitaries, who expressed their support for the Pragyan Bharati Yojana.
The hon'ble CM emphasized the government's commitment to student empowerment and encouraged the beneficiaries to train themselves as skilled human resources, thereby enhancing the state's educational and economic prospects.
While distributing scooters, CM Sarma said that empowering the youth through education has been one of the commitments of the state government. Therefore, the government, fulfilling its commitment to providing seamless facilities to the students to pursue their studies, started the process of handing over scooters to meritorious students who secured 60 and 75% in higher secondary examinations in 2023-2024, respectively.
"I sincerely hope the scooty presented in recognition of the good academic performance of the students will motivate them to do better in the future as well," the CM added. On the occasion, the Chief Minister also gave a brief overview of Kakati, who contributed immensely to the language in terms of literature, linguistics, and cultural anthropology. Therefore, by helping the meritorious students in the state pursue their studies, the government is paying rich homage to Kakati, CM Sarma added. He also asked the students to concentrate on their work and strive to reach their targets, irrespective of any obstacle, to bring laurels to the state as well as the nation.
Reiterating his government’s commitment to provide more helping hands to the student community, the Chief Minister said that his government would dole out many more student-friendly steps to help them pursue their studies without any deprivation. CM Sarma also said that Assam’s Pragyan Bharati scheme has also been intended to subsidise household expenditure on higher education. Therefore, the scope of this scheme in the coming days will be expanded to include free scooters, free textbooks and subsidised hostel fees.
It may be noted that for the current financial year 2023-24, the Government of Assam has decided to provide scooters to 35,770 eligible students, of which 30,203 are girl students who secured first division and 5,567 are boy students who secured above 75 per cent and above in the Higher Secondary Examination conducted by the AHSEC during the year 2023-2024. The estimated financial outlay earmarked for the scheme is Rs. 25,954.29 lakh.
Cumulative efforts made by the government will usher a new dawn for the children of Assam state. Pragyan Bharati Scheme will be beneficial for all category of students such as those studying in govt. schools, UG / PG courses as well as those living in hostels.

Pragyan Bharati Scheme (Admission Fee Waiver) Update
On 10th July 2024, CM Himanta Biswa Sarma wrote on his X account "Assam’s Pragyan Bharati scheme aim’s to foster higher education and promote inclusivity by empowering students from under privileged sections. Under this scheme, I am distributing fee waiver certificates to 98,838 students. Rs. 68.44 crore to 349 institutions are given as part of phase-I of the Pragyan Bharti scheme."

Banikanta Kakati Awards under Pragyan Bharati Scheme
Earlier on 1 November 2023, Assam government announced awarding of scooters to meritorious students of the states under Dr Banikanta Kakati Award Scheme. This scheme is a part of the umbrella Pragyan Bharati scheme. The awarding of the scooters has taken place on December 1, 2023.
The state cabinet had taken decision of awarding of meritorious students wherein boy students securing 75 percent and above, and girl students securing 60 percent and above in Class 12 exam conducted by AHSEC (Assam Higher Secondary Education Council) to be provided scooters by the state government. A total of 30,203 girl students and 5,567 boy students received the scooters under the Banikanta Kakati award scheme which is a part of Pragyan Bharti Scheme.
Additionally, students who have secured 75 percent and above in HSLC (High School Leaving Certificate) exam conducted by SEBA (Secondary Education Board of Assam) have been given cash of Rs. 15,000 under Anundoram Borooah Award Scheme on November 29. A total of 27,183 students (both boys and girls) received the amount by the state government of Assam.

Pragyan Bharati Scheme in Assam Budget 2023-2024
While presenting the Assam Budget 2023-24, Finance Minister said "During the financial year 2021-22, under Pragyan Bharati Scheme, the state Government has released an amount of Rs. 8171.47 lakh for fee waiver to 3,57,903 nos. of BPL students. An amount of Rs 3542.41 lakh has been released for free Text Books to UG level students benefitting 3,54,241 nos. of students. Our initiatives under Pragyan Bharati in the previous year will continue with more vigour. I am listing few of them below:-
- Providing Free Bicycle to all the students studying in Class-IX in Government and Provincialized Secondary Schools,
- Providing free text-books and
- Textbook assistance to students upto graduation,
- Hostel mess dues waiver of maximum Rs 2000 per month for under-graduate and post-graduate courses in degree and polytechnic colleges,
- Scooty to all meritorious boys and girls who secure first division in higher secondary examination,
- Mobility grant of Rs. 10,000/- per year to post-graduate students- excluding medical students,
- Admission fee waiver to all BPL students,
- Anundoram Barooah Award to eligible students passing HSLC,
- Scholarship to students belonging to SC, ST, minority and tea-garden community,
- Abhinandan Scheme - We will continue to provide interest subvention on educational loans to our students".
Over and above allocation for building infrastructure, there will be a total provision of around Rs 1200 cr under respective heads for Pragyan Bharati schemes.
Assam HS Scooty List 2023-2024: Check Status
In order to get scooty in Pragyan Bharati Scheme, students name must be included in the list of meritorious students of HS exams. Assam HS Scooty List 2023-2024 will contain the names of all students who have secured merit in their latest class 12th (HS) exam. Such students must check their scooty release status time to time so as to get one.
Assam government will provide scooters to all meritorious boys and girls who secure first division in higher secondary examination. The state govt. has continued Assam Scooter scheme for boy/girl students, which would act as an enabler, in the times to come.

Pragyan Bharati Scheme in Assam Budget 2022-2023
Finance Minister while presenting Assam Budget 2022-2023 mentioned that the state government accords the highest priority to human resource development. As educational institutions remaining closed for the most part in last two years, so govt. has taken up the challenge to bridge the learning gap due to COVID pandemic in the right earnest. Through Pragyan Bharati Scheme, govt. wants to provide continuous support to students through the following ways:- Providing free text books and textbook assistance to students upto graduation.
