Biju Yuva Sashaktikaran Yojana 2024 Apply Online Process
- First of all, you can go to Odisha State Scholarship Portal - scholarship.odisha.gov.in/website/home
- At the homepage, scroll over the "Login" tab and click at "Student Login" link.
- Upon clicking student login link, page for making Biju Yuva Sashaktikaran Yojana login will open.
- Existing users can enter unique number / aadhaar number, password and click at "Sign In" button.
- If you are a new user, then click at "Don't Have an Account? Register Here" button.
- Upon clicking the link, page containing Biju Yuba Sashaktikaran Yojana (Laptop DBT) apply instructions page will open.
- Tick the declaration and click at "Proceed" button to open page to make Odisha Laptop DBT Scheme student registration using aadhar number.

Rejection Criteria for Laptop DBT Scheme
- Laptop DBT scheme online application is liable to be rejected if applicants have provided wrong Aadhaar number or Aadhaar number of someone else’s.
- If more than one BYSY application is found to be made on-line, all applications are liable to be rejected.
- For any wrong entry or mis-match of the Bank-account details, the State Government will not be responsible for mis-credit and applicant will be held responsible for diversion of public money on this ground.

Biju Yuva Sashaktikaran Yojana Modifications
The Government in Higher Education Department, Odisha has been distributing free laptops to the 12th pass out meritorious students since the year 2013. Odisha Laptop DBT Scheme has under gone various modifications since its inception so as to make it more student centric, faster & transparent. The year wise modifications made in Biju Yuva Sashaktikaran Yojana and adopted thereafter have been reflected below in brief:-
The allocation earmarked to SC & ST students in a particular stream is bifurcated between SC and ST as per the ratio 16.25:22.5, which is also the reservation ratio in employment in the State.

2020 | Biju Yuva Sashaktikaran Yojana was converted to Direct Benefit Transfer (DBT) scheme, whereby Rs 30,000/- are being transferred directly to the bank account of beneficiary student instead of providing Laptop. |
2021 | The method of selection of beneficiary is same as that of the year 2020 with some minor modifications, detail of which has been provided in the upcoming paragraphs. |
Method of Selection of Laptop DBT Scheme Beneficiaries
To make the stream wise, category wise and district wise allotment more accurate, the allotment approved by the EFC (Expenditure Finance Committee) in its meeting held on 28.05.2013 and earlier decisions taken by Government from time to time have been taken into consideration and the allotments have been made as mentioned below. Procedure of Selection in Laptop Distribution Scheme in Odisha
- The list of meritorious students who pass the Annual Higher Secondary Examination (Arts / Science / Commerce) / Vocational Examination conducted by Council of Higher Secondary Examination (CHSE), Odisha, or Upashastri Examination conducted by Sri Jagannath Sanskrit Vishwavidyalaya, Puri are collected from CHSE, Odisha and SJSU, Puri respectively on the basis of merit under each category.
- District wise, stream wise and category wise beneficiary list for this purpose are prepared from the information provided by the CHSE and SJSU as per the selection principle given above.
- The list of eligible beneficiaries will be published in the Department’s website as well as in the State Scholarship Portal, i.e., https://scholarship.odisha.gov.in/. The eligible beneficiary students will have apply through https://scholarship.odisha.gov.in/ to received Rs. 30,000 of Financial Assistance for Purchase of Laptop.
- Soon after publication of beneficiary list of students, if any student finds that he/she is eligible as per the cut off marks published, but his/her name has not been included in the beneficiary list, he/she shall lodge a grievance in this regard before the concerned Principal.
- On consideration, if the grievance is found to be genuine, the Principal will send the grievance along with his/her recommendation to the Department to include the name of such student in the supplementary list. Such cases may arise due to enhancement of marks of students after re-addition of marks or change of category filled up during filling up the form for the examination or for any other reasons. A supplementary list of students will be published later to include such students, provided, there is surplus allotment.
Instructions to Eligible Beneficiary Students of Laptop DBT Scheme
There are some of the instructions for eligible beneficiary students of Laptop DBT scheme in Odisha.
- Beneficiary student must have an Aadhaar number and mobile number linked to that Aadhaar number to receive log in credentials during registration in the portal. If not, they should get it done as soon as possible.
- The Financial assistance of Rs. 30,000/- will be paid via Direct Benefit Transfer through Aadhaar Enabled Payment System, through which the money will be directly transferred directly the bank account linked/seeded/NPCI mapped (the recent linked Bank Account, in case of more than one Bank accounts are linked with Aaadhar number) with the Aadhaar number of the student. Students need not submit his/her bank account to receive the money. Therefore, Eligible Students should ensure that their Bank Account is Aadhaar seeded (NPCI mapped). If not, Aadhaar seeding (NPCI mapping) of the Bank Account must be done by visiting the Bank before applying.
- Students should ensure that the bank Account, which is the Aadhaar seeded (NPCI mapped) is able to receive Rs. 30, 000 by consulting the concerned the bank.

Ques 1) I have secured marks more than the cut-off marks of the respective district category-stream, but I do not find my name in the list?

Ques 2) I do not have Aadhaar card. How can I apply?
Ans: Aadhaar number is mandatory to avail the benefit of the scheme. You should visit the nearest Aadhaar enrolment centre for enrolment of Aadhaar.
Ques 3) I do not have the number that was linked to Aadhaar number/mobile number lost/inactive. How can I register in the portal?
Ans: Please visit the nearest Aadhaar enrolment centre/Aadhaar Seva Kendra to change/update the mobile number in the Aadhaar card.
Ques 4) I am eligible as per the list published and have done the registration in the scholarship portal. But, I am unable to select the BYSY scheme. It is showing “You are not eligible”. What should I do?
Ans: Fill up the Form given at Annexure-A. Send an email attaching the scan copy of the form-A and your original Aadhaar Card to laptopdbt2021@gmail.com to update the mobile number in the Scholarship portal. Your number will be updated within72 hours after which, you can apply.
Ques 5) How can I link/seed/NPCI map my bank account number with the Aadhaar number?
Ans: Visit your Bank to link/seed/NPCI map your account number with the Aadhaar. It should be done within 2-4 hours. Further, some banks have online facility for Aadhaar seeding/NPCI mapping.
Ques 6) How can I know to which account the money has been credited?
Ans: If you have multiple accounts linked to Aadhaar number, money will be credited to the bank account which has been seeded to your Bank Account most recently.
Ques 7) Within how many days I will receive the money after successful submission of the application?
Ans: After successful submission of application complete in all respect it will take minimum 20 days to process for release of money.
