Uttar Pradesh government has launched 2 new schemes for financial year 2024-2025 for welfare and economic well being of 17 sub castes of the machhua (fishermen) community in the state. The name of these two new schemes are UP Mukhyamantri Matsya Sampada Yojana and Nishadraj Boat Subsidy Yojana. These schemes will benefit fishermen who have suffered due to loss of traditional sources of income and livelihood. In this article, we will tell you about the complete details of both these schemes.
The UP budget has made an initial provision of Rs. 4 crore for the two new schemes, Mukhyamantri Matsya Sampada Yojna and Nishadraj Boat Subsidy Yojna. The schemes are fully funded by the state government. These are the new schemes and meant to benefit those who have been given lease for the ponds in gram sabhas. The schemes will increase the fish production in the state and, more dominantly, double the income of all those who have been allotted the lease for the ponds in the gram sabhas, including the lease holders from the fishermen community who are poor and account for 3-4% of the state's population.
UP Nishadraj Boat Subsidy Yojana 2024
UP Nishadraj Boat Subsidy Yojana or NBSY scheme was promised in the BJP poll manifesto for the 2022 assembly elections. The UP budget has approved a provision of Rs. 2 crore for the Nishadraj Boat Subsidy scheme which is mainly meant for the 17 sub-castes under the "machhua" community which includes the following:-- Kewat

Under the निषादराज बोट सब्सिडी योजना, the state government will provide a subsidy to buy boats and fishing nets. Against a boat that costs Rs. 50,000 and a net that costs Rs. 17,000 (total cost being Rs. 67,000), a subsidy of Rs. 28,000 (which is 40% of the per unit cost) will be provided.Number of Beneficiaries of Nishadraj Boat Subsidy Yojna
The Nishadraj Boat Subsidy scheme will cover 1,500 lease holders in gram sabhas every year, thus benefiting a total of 7,500 people in five years. While this will check illegal fishing and loss of revenue to the state government on one hand, it will encourage more and more people from the fishermen community to come forward in safeguarding the fish resources of the state.UP Mukhyamantri Matsya Sampada Yojana 2024
UP Mukhyamantri Matsya Sampada Yojana or MMSY scheme was promised in the BJP poll manifesto for the 2022 assembly elections. Under the Mukhyamantri Matsya Sampada Yojna, which is the other new scheme catering to the fishermen community, there are two projects to benefit the poor and backward lease holders from the community in the gram sabhas. The aim is to also increase fish production in the ponds in the rural areas.The state government will set up 100 fish seed banks in the first year at the ponds which have been improved through convergence under MGNREGS in the gram sabhas and for which the lease has been issued. In the coming five years, as many as 500 such banks will be established.
Subsidy under यूपी मुख्यमंत्री मत्स्य सम्पदा योजना
The government will give a subsidy of 40% on the investment made in the first year by the lease holders on such ponds. Against an input cost of Rs. 4 lakh, the state government will provide a subsidy of Rs. 1.6 lakh, which is 40% of the total input cost. The scheme will benefit the lease holders for ponds in 500 hectares in the first year and 2,500 hectares in five years.The establishment of seed banks will ensure availability of good quality fish seeds for several fish species locally. The Mukhyamantrai Matsya Sampada Yojna is different from the Pradhan Mantri Matsya Sampada Yojna that covers the ponds on private land. UP Mukhyamantrai Matsya Sampada Yojana covers the ponds on gram sabha land.
