PM Atmanirbhar Swasth Bharat Yojana 2024 (पीएम आत्मनिर्भर स्वस्थ भारत योजना) Launched

PM Atmanirbhar Swasth Bharat Yojana 2024 has been launched by central government led by PM Narendra Modi. The announcement to start PM Atmanirbhar Swasth Bharat Yojana was made earlier in the Union Budget presented by Finance Minister Nirmala Sitharaman on 1 February 2021. Aatmanirbhar Swasth Bharat Yojna would be implemented with an outlay of Rs. 64,180 crore over next 6 years.

What is PM Atmanirbhar Swasth Bharat Yojana 2023

The new PM Aatm Nirbhar Swasth Bharat Yojana would be helpful in the following areas:-

• Developing capacities of primary, secondary and tertiary care health systems
• Strengthening of existing institutions
• Creation of new institutions to cater to the detection of new diseases
• Institutions creation for cure of new emerging diseases.

The new scheme will be an addition to the National Health Mission (NDHM) launched by PM Narendra Modi earlier.

Features of PM Atmanirbhar Swasthan Bharat Yojana

केंद्र से प्रायोजित PMASBY योजना के तहत वंचित, पिछड़े और जरूरतमंत जिलों को वरीयता दी जाती है. इस योजना का उद्देश्य स्वास्थ्य पेशवरों (डॉक्टरों, नर्सों और पैरामेडिकल) की उपलब्धता में वृद्धि करना है. यही नहीं इस योजना के तहत मेडिकल कॉलेजों की उपलब्धता के मौजूदा भौगोलिक असंतुलन को ठीक करना और जिला अस्पतालों के मौजूदा बुनियादी ढांचे का प्रभावी ढंग से उपयोग करना है. PMASBY योजना की कुछ मुख्य बातें इस प्रकार हैं:-

1. प्रधानमंत्री आत्मनिर्भर स्वस्थ भारत योजना की लागत 64 हजार करोड़ रुपये से ज्यादा है. प्रधानमंत्री कार्यालय के मुताबिक, ये भारत की सबसे बड़ी स्वास्थ्य योजना होगी और राष्ट्रीय स्वास्थ्य मिशन से अलग होगी.
2. इस योजना का मकसद शहरी और ग्रामीण दोनों इलाकों में क्रिटिकल केयर सुविधाओं और प्राथमिक स्वास्थ्य सुविधाओं में मौजूद कमियों को दूर करना है.
3. पीएमओ के मुताबिक, PMASBY के तहत चिन्हित किए गए 10 सबसे प्रमुख राज्यों के 17,788 ग्रामीण स्वास्थ्य और कल्याण केंद्रों की मदद की जाएगी. इसके साथ ही सभी राज्यों में 11,024 हेल्थ और वेलनेस सेंटर खोले जाएंगे.
4. जिन जिलों में 5 लाख से ज्यादा आबादी है, वहां क्रिटिकल केयर हॉस्पिटल ब्लॉक के जरिए क्रिटिकल केयर सुविधाएं उपलब्ध होंगी, जबकि बाकी जिलों को रेफरल सेवाओं के माध्यम से कवर किया जाएगा.
5. देशभर में प्रयोगशालाओं के नेटवर्क के माध्यम से लोगों को सार्वजनिक स्वास्थ्य देखभाल प्रणाली के तहत डायग्नॉस्टिक सेवाओं की एक पूरी रेंज मिलेगी. सभी जिलों में एकीकृत जन स्वास्थ्य प्रयोगशालाएं स्थापित की जाएंगी.
6. PMASBY के तहत स्वास्थ्य सुविधाओं के लिए राष्ट्रीय संस्थान, 4 नए राष्ट्रीय वायरोल़जी संस्थान, WHO दक्षिण-पूर्वी एशिया के लिए एक क्षेत्रीय अनुसंधान मंच, 9 जैव सुरक्षा स्तर-3 की प्रयोगशालाएं, राष्ट्रीय रोग नियंत्रण केंद्र की 5 क्षेत्रीय इकाइयां भी स्थापित की जाएंगी.
7. PMASBY का लक्ष्य शहरी क्षेत्रों में ब्लॉक, जिला, क्षेत्रीय और राष्ट्रीय स्तर पर निगरानी प्रयोगशालाओं का एक नेटवर्क विकसित करके आईटी सक्षम रोग निगरानी प्रणाली विकसित करना है. सभी सार्वजनिक स्वास्थ्य प्रयोगशालाओं को जोड़ने के लिए सभी राज्यों और केंद्र शासित प्रदेशों में एकीकृत स्वास्थ्य सूचना पोर्टल का विस्तार किया जाएगा.
8. इस योजना का मकसद 17 नई पब्लिक हेल्थ यूनिट का संचालन करना और एंट्री पॉइंट्स पर 33 मौजूदा पब्लिक हेल्थ यूनिट्स को मजबूत करना है.
9. इस योजना का उद्देश्य देशभर में डॉक्टरों और हेल्थ प्रोफेशनल की संख्या बढ़ाने, मेडिकल कॉलेजों के वितरण में सुधार करना और जिला अस्पतालों के ढांचे का प्रभावी ढंग से इस्तेमाल करना है.
10. योजना के तीन चरणों के अंतर्गत, देश भर में 157 नए मेडिकल कॉलेज मंजूर किए गए हैं, जिनमें से 63 मेडिकल कॉलेज पहले से ही चल रहे हैं.
11. इसके अलावा इंटीग्रेटेड हेल्थ इन्फोर्मेशन पोर्टल से सभी राज्यों की सरकारी लैब को जोड़ा जाएगा.

Health Infrastructure Development in PM Atmanirbhar Swasth Bharat Yojana

Pradhan Mantri Atmanirbhar Swasth Bharat Yojana is launched by PM Narendra Modi from Varanasi. Along with the launch of PM Atmanirbhar Swasth Bharat Yojana, Prime Miniter inaugurated 9 medical colleges from Siddharthnagar and various other development projects worth Rs. 5200 crore. PMASBY is a major initiative for improvement in health sector by developing infrastructure for the same.

Through PM Atmanirbhar Swasth Bharat Yojana, govt. wants to fill critical gap in Public Health Infrastructure. The main objective of PMASBY Scheme is to provide primary and critical care services in rural and urban areas of the country. Around 17,788 rural health and development centres of 10 states in high focus will be given assistance. Along with this, around 11,024 urban health and development centres would be setup.  

While announcing the scheme earlier on 1 Feb 2021, Finance Minister had emphasized the importance of the healthcare infrastructure development in the post-Covid world. Smt. Nirmala Sitharaman then mentioned that the investment in health infrastructure has been substantially increased. The areas of preventive health, curative health and well-being would be strengthened over the years through PM Aatm Nirbhar Swasth Bharat Yojana.

Finance Minister mentioned that the govt stretched its resources for the benefit of the poorest of the poor. The PM Garib Kalyan Yojana, the Aatma Nirbhar Bharat packages and subsequent announcements are like mini-budgets in themselves. Budget focuses on providing every opportunity for economy to capture pace and grow sustainably.
