Odisha government invites Kalia Yojana eKYC, login, online grievance registration 2024, refund application form PDF download at kalia.odisha.gov.in portal. The official portal for Krushak Assistance for Livelihood and Income Augmentation (KALIA) Scheme is changed from kalia.co.in to kalia.odisha.gov.in. The grievance section present at new website can be used for filing a grievance, new application, voluntary refund. Moreover, you can even track your application status at Kalia portal using their token number.

In order to file a grievance / new application, farmers need to submit photocopy of aadhar card, ration card & bank passbook. In addition to the documents above, a small / marginal farmer must submit photocopy of land record while landless labourer must submit scanned copy of MGNREGA card.

In order of filing voluntary refund, applicants may return assistance to following bank account i.e xxxx. Afterwards, voluntary refund form must be filled in with the details such as UTR / Acknowledgement No, Name of Branch in which amount deposited and IFSC Code.

Odisha Kalia Scheme Installment Transfer (Latest Update)

On 11 March 2024, Odisha CM Naveen Patnaik released monetary assistance of Rs. 933.07 crore to 46 lakh small, marginal and landless farmers under Kalia Scheme. On the same day, CM extended the Kalia Yojana period to another 3 years till 2026-27 for which the state govt will spend Rs. 6,030 crores. 

The amount is credited to the farmers’ bank accounts directly through the Direct Benefit Transfer (DBT) mode. Chief Minister said that assistance of Rs. 12,500 crore is given to the farmers of the state under KALIA Yojana.

Last year on the occasion of Nuakhai (20 Sept 2023), Odisha government released Rs. 900 crore as KALIA Yojana assistance to the farmers. CM Naveen Patnaik then released the assistance to the bank accounts of 44.56 lakh small, marginal and landless farmers. 

The financial assistance is being provided to the eligible farmers’ account under KALIA Yojana twice a year on the occasions of Akshaya Tritiya and Nuakhai. Through the implementation of KALIA Scheme, the State Government aims to lend farmers with an all-inclusive and flexible support system, ensuring accelerated agricultural prosperity.

Odisha Cabinet Extends Kalia Yojana till 2026-2027

Odisha state cabinet has announced to extend Kalia Yojana for next 3 years. Now the Kalia scheme which is meant exclusively for small and marginal farmers as well as sharecroppers will be operational till 2026-27. The proposed expenditure for Kalia Yojna during next 3 years would be Rs. 6029 cr. The scheme was firstly announced in December 2018.

Though for the first year, each farmer family received Rs. 5,000 every year, it was reduced to Rs. 4,000 per year from 2020-21 after the scheme was synchronised with PM-KISAN scheme through which small and marginal farmers receive Rs. 6,000 annually.

In addition to the financial assistance component and interest subvention, KALIA offers subsidies for insurance coverage. Life insurance coverage of Rs. 2,00,000 at a premium of Rs. 330 per annum (of which the state government will bear Rs. 165) to all savings bank account holders aged between 18-50 years.

In addition, there is a subsidised personal accident cover of Rs. 2,00,000 at a nominal premium of Rs. 12 per annum (half borne by the state government) targeted at all savings bank account holders aged between 18-50 years. For beneficiaries in the age group of 51-70 years, the entire annual premium of Rs. 12 is borne by the state. A Kalia scholarship scheme covering fees including hostel, and mess in public educational institutes for children of beneficiaries has also been launched.

Kalia Yojana Announcement in Odisha Budget 2024-25

On 8th February 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "Under the leadership of Hon'ble Chief Minister Shri Naveen Patnaik, the Food grain production in the State has more than doubled during last 22 years. To further accelerate agricultural growth in the State and to reduce poverty, we have introduced the historic ‘KALIA’ Scheme. Till now, 43.88 lakh small and marginal farmers and 18.93 lakh landless agricultural households have already been assisted under this scheme in the State. Such people centric schemes have already helped more than 10 million people of Odisha to escape multidimensional poverty in less than a decade as per NITI Aayog’s paper titled “Multi-dimensional Poverty in India since 2005-06".

  • Firstly visit the official Kalia Yojana website at kalia.odisha.gov.in
  • At the homepage, click at the "Online Grievance Application Form" link present in the main menu.

  • Read all the instructions carefully and then click at the "Proceed" button.
  • In the new window, click at the "Yes" button under 'Do You Want to File A Grievance' section.
  • Accordingly, the Kalia Yojana Online Grievance Apply Online Form 2024 will appear as shown below:-  
  • Enter the aadhaar number and click at "Show" button to open complete Kalia Yojana Online Grievance Application Form:-  
  • Check farmers details, select payment details such as installment received for that phase and then click at 'Yes' radio button in front of "Do you want to file a Grievance".
  • Then click at the "Yes" radio button in front of "Do You Think you are Eligible" section to open the Kalia Yojana Online Grievance Registration Form as shown below:-

There are 3 types of category of grievances for which a person can apply online in Kalia Yojana Odisha:-
  1. Applicant had applied and has received installment 1 but not installment 2.
  2. Applicant hadn't applied but has received assistance.
  3. Applicant had applied but hasn't received assistance.
All the applicants can select either of these 4 categories before filing grievance at Kalia Yojana portal.

Complete Your eKYC at Kalia Portal Odisha

  • In order to make the KALIA payment process more secured and effective, we are changing the payment method and adopting Aadhaar Payment Bridge System (APBS). In this method, the KALIA benefit will be transfered to the beneficiary Bank account that is seeded with aadhaar number.
  • In order to ensure the Aadhaar number provided by the KALIA beneficiary at the time of application, the eKYC process is adopted.
  • Note: KALIA portal does not capture or save any information other than the Name as per Aadhaar Card in its system and also does not share the eKYC data with any other person/system/organisation. This is used ONLY for KALIA payment process.

  • Enter aadhaar number and click at "Verify" button.
  • Please provide correct Aadhaar number of self in the prescribed field given above. In case it is found at any stage that Aadhaar number provided by you is wrong or not yours, the application is liable to be rejected.
  • In case your Aadhaar is invalid or your mobile number is not seeded, you are requested to make necessary corrections at any Aadhaar enrolment centre at the earliest and revisit the portal with your e-Aadhaar details.
You can give your consent for authenticating myself with Aadhaar based authentication system through One Time Pin (OTP) for purpose of availing benefit of KALIA through Aadhaar Payment Bridge System.

Kalia Yojana in Odisha Budget 2023-24

While presenting Odisha Budget 2023-24 on 24 February 2023, FM said "Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme has been introduced by the State Government in the financial year, 2018-19 to accelerate agricultural prosperity and reduce poverty in the State. About 41.08 lakh small & marginal farmers and 18.69 lakh landless agricultural households have already been assisted under this scheme in the State. I propose an amount of Rs.1,879 crore is under KALIA scheme in the budget".
