हिमाचल प्रदेश मुख्यमंत्री शहरी आजीविका गारंटी योजना की मुख्य भूमिका शहरी क्षेत्र के मजदूरों को पैसे कमाने का साधन उपलब्ध करवाना है जिससे वे अपना गुजारा चला सकें। यह HP Mukhya Mantri Shahri Ajeevika Guarantee Yojana मजदूरों को निश्चित समय के लिए काम उपलब्ध कराएगी| इस योजना का प्रारूप बिलकुल पहले से चल रही महात्मा गाँधी ग्रामीण रोज़गार गारंटी योजना (मगनरेगा) की तरह है| जैसे की गांव के मजदूरों को MGNREGA में 100 दिन का काम मिलता है, वैसे ही अब शहर के मजदूरों को इस MMSAGY योजना के अंतर्गत 120 दिन का काम मिलेगा|

यह योजना मजदूरों के सहायक होगी क्यूंकि उन्हें अब दूसरे राज्यों में काम ढूंढ़ने नहीं जाना पड़ेगा| HP Mukhyamantri Shehri Rojgar Guarantee Yojana के लिए मजदूरों को ऑनलाइन आवेदन करना होगा| सभी पंजीकृत मजदूरों को मुख्यमंत्री शहरी रोजगार गारंटी योजना के अंतर्गत Job Card दिए जाएंगे| HP मुख्यमंत्री शहरी रोजगार गारंटी योजना के लिए ऑनलाइन आवेदन हिमाचल प्रदेश सरकार की आधिकारिक वेबसाइट पर मांगे गए हैं|

मुख्यमंत्री शहरी आजीविका गारंटी योजना 2024 Purpose

जैसा की आप सभी लोग जानते हैं की कोरोना वैश्विक महामारी के कारण देश के अलग राज्यों मे फंसे हुए मजदूरों को अपने अपने राज्य मे लौटने की अनुमति मिल गयी थी| सभी राज्य सरकारें उन्हें अपने राज्य में रहने और उनके काम काज की व्यवस्था कर रहीं थी| इसी क्रम में हिमाचल प्रदेश के मुख्यमंत्री की अध्यक्ष्ता में 2 मई 2020 को हुई बैठक में  एक नयी रोजगार योजना का शुभारम्भ किया गया था| श्रमिकों के लिए शुरू की गयी इस योजना का नाम मुख्यमंत्री शहरी रोजगार गारंटी योजना था जिसे बाद में मुख्यमंत्री शहरी आजीविका गारंटी योजना कर दिया गया था|

इस HP Mukhya Mantri Shahri Ajeevika Guarantee Yojna योजना के अंतर्गत राज्य के विभिन्न शहरों में मज़दूर अब साल में कम से कम 120 दिन का रोज़गार पा सकेंगे| इन सभी श्रमिकों को उनके कौशल के हिसाब से काम दिया जाएगा| इसके अतिरिक्त सभी मजदूरों को सरकार द्वारा तय दामों पर पैसों का भुगतान भी किया जाएगा| अर्थव्यवस्था को पुनर्जीवित करने के लिए हिमाचल प्रदेश मुख्यमंत्री शहरी रोजगार गारंटी योजना की शुरुआत की गयी थी जो एक कारगर कदम साबित हुई|

At the opened portal, click at the “Applicant Registration” link present in the header to open the Himachal Pradesh Mukhya Mantri Shahari Ajeevika Guarantee Yojana online registration form as below:-

Here applicants can enter the name of the district, ULB name, ward name, ward number, name, gender, father name, husband name, date of birth, mobile number and aadhar number. हिमाचल प्रदेश मुख्यमंत्री शहरी रोजगार गारंटी योजना ऑनलाइन एप्लीकेशन / रजिस्ट्रेशन फॉर्म में सभी मजदूरों को अपनी सारी जानकारी भरनी होगी| 

इसके साथ ही उनको अपना कौशल क्षेत्र (skill area) भी भरना होगा जिसके हिसाब से उनको काम और पैसे दिए जाएंगे| अगर जरुरत पड़ी  मजदूरों के कौशल को निखारने के लिए प्रशिक्षण भी दिया जाएगा| HP Mukhyamantri Shehri Rojgar Guarantee Yojana 2024 से राज्य राज्य में लौटे हज़ारों मज़दूरों को फायदा होगा| जो मजदूर अपने कार्य क्षेत्र में अव्वल होंगे, उन्हें स्वरोजगार अवसर प्रदान करने के लिए आर्थिक सहायता भी दी जाएगी|

STEP 2: At the 6th page of the PDF file, Annexure B or format of MMSAGY Application Form 2024 is present which will appear as shown below:-

STEP 3: Eligible beneficiaries must apply to get registered with ULB. All the applicants of a family will be registered through a single application only. ULBs after due verification will issue a job card free of cost as per Annexure C.

STEP 4: At the 7th page of the PDF file, Annexure C or format of MMSAGY Job Card 2024 Part 1 is present which will appear as shown below:-

The job cards will contain the photographs of the registered beneficiaries and will be issued within 7 days of registration. Employment will be provided to eligible beneficiaries within 15 days of registration. In case the applicant does not gets employment, then an unemployment allowance of Rs. 75 per day will be paid by ULBs.

Components of MMSAGY Scheme in Himachal Pradesh

This HP Mukhya Mantri Shahri Ajeevika Guarantee Yojna has 4 components which are described here:-

1. Guaranteed Employment – This scheme aims to provide 120 days of employment to all eligible beneficiaries in ULBs to ensure livelihood security. ULBs shall not employ an eligible beneficiary for more than 120 days in any financial year.
2. Maximum period for Employment – The maximum period for which employment will be provided to a household shall be 120 days.
3. Skill Training – All the eligible beneficiaries will also get skill training under Deen Dayal Antyodaya – National Urban Livelihood Mission (DAY-NULM) to create further opportunities for better livelihood.
4. Bank Linkage – The eligible beneficiary so skilled under this scheme will be facilitated to apply for loans under DAY-NULM.

Coverage & Duration of Mukhya Mantri Shahri Ajeevika Guarantee Yojna

The HP MMSAGY Scheme will be implemented in all Urban Local Bodies (ULBs) and Cantonment Boards (CBs) in Himachal Pradesh. Initially, the Mukhya Mantri Shahri Ajeevika Guarantee Yojna will remain applicable till 31 March 2025 and then it would be extended further.
