Dr. YSR Aarogyasri Scheme 2024 launched by Andhra Pradesh government. This scheme was announced as a part of Navaratnalu (9 commitments) by CM Jagan Mohan Reddy. This new health scheme has replaced the previous NTR Vaidya Seva Scheme of former TDP government. People can now apply online by making ysraarogyasri.ap.gov.in portal login & filling AP YSR Arogyasri Scheme application form at official website.
FM also mentioned that under the innovative scheme of Dr. YSR Aarogya Aasara, Rs. 225 per day is provided from December 2019 to over 25 lakh poor patients as postoperative sustenance allowance at a cost of Rs. 1,366 crore.
Dr. YSR Aarogyasri Scheme aims to improve equity of access to BPL families along with providing quality tertiary medical care. This would be done by strengthening the Public Hospital infrastructure as well as through purchase of quality private medical services to provide financial support for catastrophic health needs. The treatment of diseases shall be done by way of hospitalization, and surgeries or therapies through an identified network of health care providers.
Beneficiaries who are already covered for the "listed therapies" by other insurance scheme such as CGHS, ESIS, Railways, RTC etc., shall not be eligible for any benefit under YSR Aarogyasri scheme.
CM said "The State Government has a responsibility to extend the benefits of health and education to people as a matter of right. Any eligible person who is in need of medical treatment for any ailment can avail it free of cost up to Rs. 25 lakh under Aarogyasri". CM said that the extended beneficial YSR Aarogyasri scheme would be launched on December 18 and MLAs would participate in the follow-up programmes being held in villages in every constituency from the next day. The State Government would enhance the free medical treatment limit to Rs. 25 lakh with humanity and officials also should act with responsibility in extending the benefit to necessary people with a humanistic approach to implement the historic decision, he added.

Dr. YSR Aarogyasri Scheme in AP Budget 2024-25
On 7 February 2024, Finance Minister presented Andhra Pradesh Vote on Account Budget 2024-2025. In the presented AP Budget 2024-25, FM said "Dr. YSR Aarogyasri scheme is reimagined, enhancing the income limit from Rs. 2.5 lakh to Rs. 5 lakh per annum per family; providing services up to Rs. 25 lakh per family per annum, including unlimited coverage for critical ailments like cancer; increase in procedures from 1,059 to 3,257; and expansion of coverage to Hyderabad, Chennai, and Bangalore".FM added that the number of beneficiaries
has increased from 13.82 lakh between 2014-2019 to 35.91 lakh between
2019-2023. Further, a 200-bed Dr YSR Kidney Research & Super Speciality
Hospital has been established at Palasa to provide corporate treatment free of
cost to kidney patients.
About Dr. YSR Aarogyasri Scheme 2024 in Andhra Pradesh
YSR Aarogyasri Health Care Trust (YSRAHCT) will implement the scheme across the state. Dr. YSR Aarogyasri is a flagship scheme of all health initiatives of state government to provide quality healthcare to poor.
Eligibility Criteria for YSR Aarogyasri Scheme
All poor families of the state of Andhra Pradesh, as defined by Civil Supplies Department of Government of Andhra Pradesh as BPL families, shall be eligible under YSR Aarogyasri Scheme. The eligibility of beneficiary under the scheme shall be verified using Aarogyasri IT application or through any other means as decided by the YSRAHCT.Beneficiaries who are already covered for the "listed therapies" by other insurance scheme such as CGHS, ESIS, Railways, RTC etc., shall not be eligible for any benefit under YSR Aarogyasri scheme.
YSR Aarogyasri Card
The eligible families are provided with Below Poverty Line ration cards or YSR Aarogyasri Health Cards (previously Rajiv Aarogyasri Cards), herein after called eligibility cards. Eligibility card for this scheme means:-
- White ration card;
- Antyodaya Anna Yojana (AAY) card;
- Annapurna card;
- Rajiv Aarogyasri Health card
- TAP card
- RAP Card
YSR Aarogyasri Scheme Apply Process
YSR Aarogyasri Health Care Trust will provide the details of each eligible family covered under the scheme through the eligibility card. This YSR Aarogyasri scheme eligibility card shall be considered as the result of an enrolment and identification process for availing the health insurance facility. The BPL database of the Civil Supplies Department of Govt. of Andhra Pradesh shall be the sole basis for determining the eligibility.
YSR Aarogyasri Benefit Coverage
- Out-Patient - No out-patient services are covered as part of "Listed Therapies.
- In-patient - The scheme shall provide coverage for "Listed Therapies" for identified diseases.
- Pre-existing diseases - All diseases under the YSR Aarogyasri scheme shall be covered from day one. A person suffering from any disease prior to the inception of the scheme shall also be covered.
- Pre and Post hospitalisation requirement
- From date of reporting to hospital up to 10 days from the date of discharge from the hospital shall be part of the package rates.
- In case of Kidney Transplantation the postoperative care under package has to extend to 1 year.
- Follow-up Services - Network Hospitals will provide free follow-up services to the patients under 125 follow-up packages.
- Preauthorisation - The prior authorization shall be as specified at Term
YSR Aarogyasri Scheme Amount
The YSR Aarogyasri scheme shall provide coverage limit for services to the beneficiaries
up to Rs. 25 lakh per family per annum (earlier 5 lakh per annum). The coverage limit on a beneficiary family shall be on floater
basis. The beneficiary family shall have the ability to avail of the
total coverage limit either individually by one member or collectively
by two or more members of the family. The state govt. has issued an order to enhance the financial limit for identified BPL beneficiaries from Rs. 5 lakh to Rs. 25 lakh. Now all the BPL families can avail cashless health care treatment in empanelled network hospitals.
The Chief Minister said that whoever undergoes medical treatment under Aarogyasri should be given Rs. 300 towards charges when they go to doctors again for follow-up consultation. Similarly, patients identified in Jagananna Arogya Suraksha should also be given Rs. 500 each to visit hospitals, he said. A specially developed video on availing free medical treatment under Aarogyasri should be made available to volunteers, secretariat staff and officials of health department besides making it accessible to all people, he suggested. - All the below poverty line families having BPL ration cards issued by Civil Supplies Department are eligible for AP health care scheme.
- People whose photo and name appear on Health Card / BPL (White, Annapurna and Anthyodaya Anna Yojana, RAP and TAP) ration card are eligible. However, these beneficiaries must be suffering from any one of the identified diseases.
- AP YSR Aarogyasri Scheme beneficiary list would only include those people whose annual income is less than Rs. 5 lakh (any caste).
